FAKTOR-FAKTOR YANG MEMENGARUHI PENYIMPANAN OBAT DI PUSKESMAS WILAYAH KABUPATEN BANYUMAS TAHUN 2026

Latar belakang: Penyimpanan obat di Puskesmas Kabupaten Banyumas masih menghadapi kendala terkait pelatihan petugas, sarana prasarana, serta penerapan sistem dan SOP. Kondisi ini ditunjukkan oleh dua dari 40 Puskesmas yang memiliki ketersediaan obat esensial di bawah 80%, disertai indikasi obat kedaluwarsa, kerusakan fisik, ketidaksesuaian stok, keterbatasan ruang dan lemari pendingin, serta penerapan FEFO yang belum optimal. Penelitian ini bertujuan menganalisis hubungan pengetahuan, pelatihan, sistem dan SOP, serta sarana prasarana dengan penyimpanan obat di Puskesmas Kabupaten Banyumas tahun 2026. Metodologi: Penelitian menggunakan metode kuantitatif dengan pendekatan cross sectional. Populasi sebanyak 101 petugas pengelola obat, terdiri atas 57 apoteker dan 44 tenaga teknis kefarmasian pada 40 Puskesmas, dengan teknik total sampling. Analisis dilakukan secara univariat, bivariat menggunakan Fisher Exact Test, dan multivariat menggunakan regresi logistik. Hasil: Sebanyak 85 responden (84,2%) memiliki penyimpanan obat baik dan 16 responden (15,8%) kurang baik. Analisis bivariat menunjukkan hubungan signifikan antara pengetahuan, pelatihan, sistem dan SOP, serta sarana prasarana dengan penyimpanan obat (masing-masing p<0,001). Model regresi logistik secara keseluruhan signifikan (Omnibus Test p<0,001) dengan Nagelkerke R Square 0,864. Nilai p masing-masing variabel pada analisis multivariat adalah pengetahuan 0,999, pelatihan 0,999, sistem dan SOP 1,000, serta sarana prasarana 1,000, dengan OR yang tidak stabil dan tidak bermakna. Namun, secara individual seluruh variabel tidak berpengaruh signifikan karena karakteristik Puskesmas relatif homogen dan variasi data kecil, sehingga tidak terdapat variabel dominan. Kesimpulan: Perbaikan penyimpanan obat perlu dilakukan melalui peningkatan kompetensi petugas, konsistensi penerapan SOP, dan pemenuhan sarana prasarana secara bersama-sama.

Background: Medication storage at community health centers in Banyumas Regency still faces challenges related to staff training, infrastructure, and the implementation of systems and standard operating procedures (SOPs). This situation is evidenced by the fact that two out of 40 CHS have an essential drug availability rate below 80%, along with indications of expired drugs, physical damage, stock discrepancies, limited space and refrigeration capacity, and suboptimal implementation of the FEFO principle. This study aims to analyze the relationship between knowledge, training, systems and SOPs, as well as infrastructure and facilities, and medication storage at CHS in Banyumas Regency in 2026. Methodology: This study employed a quantitative method with a cross-sectional approach. The population consisted of 101 medication management staff, 57 pharmacists, and 44 pharmaceutical technicians at 40 Puskesmas, selected using total sampling. Analyses were conducted using univariate, bivariate (Fisher’s Exact Test), and multivariate methods, including logistic regression. Results: A total of 85 respondents (84.2%) had good medication storage practices, while 16 respondents (15.8%) had inadequate practices. Bivariate analysis showed a significant association between knowledge, training, systems and SOPs, and facilities and infrastructure with medication storage (p < 0.001 for each). The logistic regression model was significant overall (Omnibus Test p<0.001) with a Nagelkerke R-squared of 0.864. The p-values for each variable in the multivariate analysis were as follows: knowledge 0.999, training 0.999, systems and SOPs 1.000, and facilities and infrastructure 1.000, with unstable and non-significant odds ratios (ORs). However, individually, none of the variables had a significant effect because the characteristics of the community health centers were relatively homogeneous and data variation was small, so there were no dominant variables. Conclusion: Improvements in medication storage need to be implemented through a combination of enhancing staff competence, consistent application of SOPs, and ensuring adequate facilities and infrastructure.
