IMPLEMENTASI DIGITALISASI BERKAS PERKARA PIDANA MELALUI SISTEM E-BERPADU TERHADAP ASAS PERADILAN CEPAT, SEDERHANA, DAN BIAYA RINGAN DI PENGADILAN NEGERI CILACAP

Mahkamah Agung menghadirkan Sistem Elektronik Berkas Pidana Terpadu (E-Berpadu) sebagai bentuk digitalisasi administrasi perkara pidana guna mewujudkan asas peradilan cepat, sederhana, dan biaya ringan. Pengadilan Negeri Cilacap, sebagai pengadilan kelas IA yang tidak termasuk lokasi uji coba awal. Dinamika yang terjadi membuat Pengadilan Negeri Cilacap harus menyesuaikan diri dengan sistem tersebut di tengah cakupan wilayah dan beban perkara yang besar. Penelitian ini bertujuan untuk mengetahui implementasi digitalisasi berkas perkara pidana melalui sistem E-Berpadu di Pengadilan Negeri Cilacap, serta menganalisis implikasinya terhadap asas peradilan cepat, sederhana, dan biaya ringan. Metode penelitian yang digunakan adalah yuridis empiris dengan pendekatan kualitatif dan spesifikasi deskriptif-analitis. Informan ditentukan melalui teknik purposive sampling, meliputi hakim, panitera muda hukum, dan lembaga bantuan hukum di Pengadilan Negeri Cilacap. Data diperoleh melalui wawancara dan studi kepustakaan. Keseluruhan data disajikan secara naratif, dan dianalisis menggunakan metode analisis isi. Hasil penelitian menunjukkan bahwa implementasi E-Berpadu di Pengadilan Negeri Cilacap secara umum sudah berjalan baik dan progresif dari segi kecepatan proses administrasi pekara, transparansi, dan integrasi data antarinstansi penegak hukum. Meskipun masih ditemui kendala dari sisi kesiapan aparat, stabilitas sarana teknis, dan pemahaman masyarakat. Dari sisi implikasi, sistem E-Berpadu terbukti memberi pengaruh positif dengan menyederhanakan alur administrasi, mempercepat proses penanganan berkas perkara, dan menekan biaya operasional kepaniteraan, sehingga mendukung terwujudnya asas peradilan cepat, sederhana, dan biaya ringan.

The Supreme Court has introduced the Integrated Electronic Criminal Case File System (E-Berpadu) as part of the digitization of criminal case administration to realize the principles of swift, simple, and cost-effective justice. The Cilacap District Court, as a Class IA court, was not included in the initial pilot program. The resulting dynamics have forced the Cilacap District Court to adapt to this system despite its extensive jurisdiction and heavy caseload. This study aims to examine the implementation of criminal case file digitization through the E-Berpadu system at the Cilacap District Court and to analyze its implications for the principles of swift, simple, and cost-effective justice. The research method employed is an empirical legal study using a qualitative approach with descriptive-analytical specifications. Informants were selected through purposive sampling, including judges, junior court clerks, and legal aid institutions at the Cilacap District Court. Data were collected through interviews and a literature review. All data are presented narratively and analyzed using content analysis. The results of the study indicate that the implementation of E-Berpadu at the Cilacap District Court has generally been successful and progressive in terms of the speed of case administration, transparency, and data integration among law enforcement agencies. However, challenges remain regarding the readiness of personnel, the stability of technical infrastructure, and public understanding. In terms of its implications, the E-Berpadu system has proven to have a positive impact by streamlining administrative procedures, expediting the processing of case files, and reducing the operational costs of the court clerks’ office, thereby supporting the realization of the principles of speedy, simple, and affordable justice.
