UPAYA PENANGANAN KEMISKINAN DI KABUPATEN BANYUMAS MELALUI PROGRAM PEMERLU PELAYANAN KESEJAHTERAAN SOSIAL

Penelitian ini dilatarbelakangi oleh tingginya rentannya kelompok kemiskinan multidimensi di Kabupaten Banyumas. Penelitian bertujuan menganalisis implementasi Program Pemerlu Pelayanan Kesejahteraan Sosial (PPKS) menggunakan metode kualitatif deskriptif berbasis kerangka Pressure-State-Response-Impact (PSRI). Data dihimpun melalui wawancara, observasi, dan dokumentasi bersama Bappedalitbang, Dinsos PMD, dan BPS. Hasil penelitian menunjukkan bahwa pengangguran dan terbatasnya akses layanan dasar (Pressure) menyebabkan PPKS masih terjebak di sektor informal (State), meski kemiskinan ekstrem turun menjadi 1,02%. Bantuan sosial seperti PKH dan BPNT (Response) masih berorientasi charitybased, sehingga belum mampu menciptakan kemandirian ekonomi (Impact). Oleh karena itu, diperlukan transformasi kebijakan menuju pemberdayaan berkelanjutan (empowermentbased).

This research is motivated by the high vulnerability of multidimensional poverty groups in Banyumas Regency. This study aims to analyze the implementation of the People Needing Social Welfare Services (PPKS) Program using a descriptive qualitative method based on the Pressure-State-Response-Impact (PSRI) framework. Data were collected through interviews, observations, and documentation involving Bappedalitbang, Dinsos PMD, and BPS. The findings indicate that unemployment and limited access to basic services (Pressure) cause the PPKS group to remain trapped in the informal sector (State), despite the extreme poverty rate dropping to 1.02%. Social assistance programs such as PKH and BPNT (Response) are still predominantly charity-based, and thus have not been able to foster economic independence (Impact). Therefore, a policy transformation toward sustainable empowerment is required.
