Overpopulasi spesies Kuda Nil (Hippopotamus amphibius) di Kolombia menimbulkan ancaman terhadap keamanan lingkungan, biodiversitas asli, ekosistem, dan masyarakat lokal. Penelitian ini bertujuan untuk menganalisis proses sekuritisasi isu overpopulasi Kuda Nil sebagai sebagai respons kebijakan keamanan lingkungan Pemerintah Kolombia pada periode 2020-2023. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik studi kepustakaan dan data tracing. Analisis menggunakan teori sekuritisasi Buzan, Waever, dan de Wilde melalui identifikasi pada aktor sekuritisasi, ancaman eksistensial, objek rujukan, tindak tutur, audiens, dan penerapan kebijakan di luar aturan politik normal. Hasil penelitian menunjukkan bahwa Pemerintah Kolombia, khususnya Kementerian Lingkungan Hidup dan Pembangunan Berkelanjutan (Minambiente), melakukan upaya pembentukan ancaman terhadap overpopulasi spesies Kuda Nil sebagai ancaman keamanan lingkungan melalui Resolución No. 0346 de 2022. Kebijakan pengendalian kemudian dilakukan melalui sterilisasi, relokasi, dan euthanasia. Meskipun memperoleh legitimasi, proses sekuritisasi masih mengalami penolakan dari sebagian kelompok masyarakat dan organisasi perlindungan satwa. Dengan demikian, sekuritisasi isu overpopulasi spesies Kuda Nil berhasil pada tingkat institusional, tetapi masih menghadapi dinamika penerimaan di tingkat sosial.

The overpopulation of the hippopotamus (Hippopotamus amphibius) in Colombia poses a threat to environmental security, native biodiversity, ecosystems and local communities. This study aims to analyse the process of securitization of the issue of hippopotamus overpopulation as a response to the Colombian Government’s environmental security policies during the period 2020–2023. This study employs a descriptive qualitative method using literature review and data tracing techniques. The analysis utilises the securitisation theory of Buzan, Waever and de Wilde by identifying the securitizing actors, existential threat, referent object, speech act, audience, and the extraordinary measures. The research findings indicate that the Colombian Government, specifically the Ministry of the Environment and Sustainable Development (Minambiente), has sought to frame the overpopulation of the hippopotamus as an environmental security threat through Resolución No. 0346 de 2022. Control measures were subsequently implemented through sterilisation, relocation and euthanasia. Although it has gained legitimacy, the securitization process still faces opposition from certain sections of society and animal welfare organisations. Thus, the securitization of the issue of hippopotamus overpopulation has been successful at the institutional level, but still faces challenges regarding acceptance at the social level.
