EFEKTIVITAS IMPLEMENTASI KEBIJAKAN ANGKUTAN UMUM MASSAL DI KOTA BOGOR

Kualitas pelayanan angkutan umum jenis angkutan kota rendah di Kota Bogor. Kondisi ini mengakibatkan berkurangnya angkutan kota dan beralih kepada kendaraan pribadi. Salah satu upaya untuk meningkatkan pelayanan angkutan umum, maka Pemerintah Pusat melalui Direktur Jenderal Perhubungan Darat Departemen Perhubungan RI melakukan intervensi melalui pelaksanaan kebijakan angkutan umum massal di Kota Bogor. Lokasi penelitian di Perusahaan Daerah Jasa Transportasi Kota Bogor. Tujuan penelitian ini untuk mengetahui dan menganalisis pengaruh antara kondisi lingkungan, hubungan antar organisasi, sumber daya organisasi serta karakteristik dan kemampuan badan pelaksana secara parsial dan keselarasan secara bersama-sama terhadap efektivitas implementasi kebijakan angkutan umum massal di Kota Bogor. Metode penelitian ini dengan survei analitis. Teknik pengambilan sampel secara proporsional stratified random sampling dengan 110 responden. Teknik analisis data dengan Korelasi Kendall Tau dan Konkordansi Kendall. Hasil penelitian ini menunjukkan bahwa dengan teknik analisis korelasi Kendall Tau kondisi lingkungan sebesar 0,305, hubungan antar organisasi sebesar 0,525, sumber daya organisasi sebesar 0,340 serta karakteristik dan kemampuan badan pelaksana sebesar 0,314. Kemudian, terdapat pengaruh secara bersama-sama antara variabel kondisi lingkungan, hubungan antar organisasi, sumber daya organisasi serta karakteristik dan kemampuan badan pelaksana dengan teknik analisis Konkordansi Kendall sebesar 0,914 dan chi squarehitung sebesar 402,099, artinya seluruh variabel mempunyai pengaruh keselarasan secara bersama-sama sangat kuat terhadap efektivitas implementasi kebijakan angkutan umum massal di Kota Bogor. Hasil penelitian ini searah dengan teori Cheema dan Rondinelli (1983). Kata kunci: angkutan umum massal, efektivitas, implementasi kebijakan, transportasi.

Quality of public transport services is low in Bogor. Thus, people prefer using their own cars. One of attempt to improve the public transportation service, the central government through the General Director of Land Transportation, Department of Transportation of the Republic of Indonesia interferes in the implementation of the policy. The research was conducted at Regional Corporation of Transportation Service Bogor, and aimed at investigating and analyzing the influence of environmental condition, inter organization relations, organization resources, and also the characteristics and the ability of the executive board partially as well as holistically toward the effectiveness of the implementation of Mass Public Transportation Policy in Bogor. The researcher applied analytical survey method targeting the employees of Regional Corporation of Transportation Service Bogor. The sampling was taken using proportional stratified random sampling technique involving 110 respondents. The data were analyzed using Kendall Tau Correlation and Kendall Concordination. This research shows that based on Kendall Tau analysis of environmental condition is 0,305, inter organization relation is 0,525, the organization resources is 0,340, the characteristics and the ability of the executive board is 0,314. There is a holistic influence among these variables: environmental condition, inter organization relation, organization resources and also the characteristics and the ability of the executive board analyzed using Kendall Concordination. The result shows 0,914 and chi squarehitung 402,099. It means those variables have a strong holistic influence toward the effectiveness of the implementation of mass public transport in Bogor. The result of this research is in line with Cheema and Rondinelli’s theory (1983). Keywords: mass public transportation, effectiveness, policy implementation, transportation.
