Kartelisasi Partai Politik dalam Pencalonan Tunggal pada Pemilihan Kepala Daerah Kabupaten Banyumas Tahun 2024

Penelitian ini bertujuan untuk menganalisis kartelisasi partai politik dalam dinamika Pilkada Kabupaten Banyumas Tahun 2024. Penelitian ini dilakukan dengan metode kualitatif melalui pendekatan studi kasus. Data primer diperoleh melalui wawancara mendalam dengan dua belas elite partai politik, sementara data sekunder berasal dari kajian jurnal, artikel surat kabar, serta berbagai sumber internet yang relevan. Analisis difokuskan pada identifikasi praktik kartelisasi partai politik berdasarkan ciri-ciri kartelisasi partai dan faktor-faktor yang mendorong terbentuknya kartelisasi partai dalam dinamika Pilkada Kabupaten Banyumas Tahun 2024. Hasil penelitian menunjukkan bahwa lima ciri kartelisasi menurut Ambardi: (1) hilangnya peran ideologi partai sebagai faktor penentu perilaku koalisi, (2) adanya sikap permisif partai dalam pembentukan koalisi, (3) ketiadaan oposisi, (4) hasil-hasil pemilu yang hampir tidak berpengaruh terhadap perilaku partai, serta (5) kuatnya kecenderungan partai untuk bertindak secara kolektif sebagai satu kelompok, terlihat dalam kontestasi Pilkada Banyumas 2024. Adapun kartelisasi partai politik pada Pilkada Banyumas 2024 didorong oleh faktor pragmatisme elite partai yang berlandaskan pertimbangan material , khususnya faktor finansial yang kemudian diperkuat oleh konfigurasi kekuatan politik lokal dan dinamika politik daerah . Dari hasil penelitian ini ditemukan bahwa kartelisasi partai politik tidak hanya terjadi pada tingkat nasional, tetapi juga muncul di tingkat lokal . Kartelisasi tersebut bersifat kondisional dan tidak memiliki pola yang baku , karena dibentuk oleh konfigurasi kekuatan partai dan dinamika politik daerah. Kondisi ini berpotensi melemahkan demokrasi lokal melalui ketiadaan oposisi dan hilangnya kompetisi politik yang kompetitif. This study aims to analyze political party cartelization in the dynamics of the 2024 Regional Head Election (Pilkada) in Banyumas Regency. The research employs a qualitative method using a case study approach. Primary data were obtained through in-depth interviews with twelve political party elites, while secondary data were collected from academic journals, newspaper articles, and various relevant online sources. The analysis focuses on identifying political party cartelization practices based on the characteristics of party cartelization and the factors driving the formation of cartelization in the dynamics of the 2024 Banyumas Pilkada. The findings indicate that the five characteristics of cartelization proposed by Ambardi are evident in the 2024 Banyumas Pilkada: (1) the diminishing role of party ideology as a determinant of coalition behavior, (2) the permissive attitude of parties in coalition formation, (3) the absence of opposition, (4) electoral outcomes that have little influence on party behavior, and (5) a strong tendency for parties to act collectively as a single group. Political party cartelization in the 2024 Banyumas Pilkada is driven by elite pragmatism based on material considerations , particularly financial factors which are further reinforced by local political power configurations and regional political dynamics. This study finds that political party cartelization occurs not only at the national level but also at the local level. Such cartelization is conditional and does not follow a fixed pattern , as it is shaped by party power configurations and regional political dynamics. This condition has the potential to weaken local democracy through the absence of opposition and the erosion of competitive political contestation.
