Penelitian ini bertujuan untuk menganalisis strategi resistensi konstruktif yang dijalankan oleh Filipina terhadap klaim sepihak Republik Rakyat Cina di Laut Cina Selatan, dengan fokus khusus pada periode 2016–2024. Berangkat dari ketidakseimbangan kekuatan antara kedua negara, penelitian ini mengeksplorasi bagaimana Filipina menghindari jalur konfrontatif dan justru menempuh serangkaian tindakan hukum, simbolik, dan institusional yang bersifat kumulatif untuk memperkuat klaim kedaulatannya. Studi ini menggunakan pendekatan kualitatif dengan teknik analisis wacana politik dan kerangka teori resistensi konstruktif (constructive resistance). Hasil temuan menunjukkan bahwa tindakan-tindakan seperti penerbitan peta administrasi nasional, pengesahan legislasi maritim, protes diplomatik berulang, serta penguatan aliansi normatif berhasil menegaskan legitimasi Filipina di panggung internasional. Resistensi ini tidak hanya bersifat simbolik, namun telah membentuk arsitektur hukum dan narasi tandingan yang semakin diakui oleh komunitas global, sekaligus membatasi ruang gerak diplomatik Cina. Penelitian ini menyimpulkan bahwa strategi non-konfrontatif yang dijalankan secara konsisten dan terstruktur memiliki kapasitas untuk menciptakan dampak geopolitik yang signifikan tanpa eskalasi militer.

This study analyzes the constructive resistance strategy employed by the Philippines against the unilateral maritime claims of the People’s Republic of China in the South China Sea during the period 2016–2024. Given the asymmetry of power between the two countries, the research explores how the Philippines refrained from direct confrontation and instead pursued a series of legal, symbolic, and institutional measures to reinforce its sovereign claims. Using a qualitative approach with political discourse analysis and the theoretical framework of constructive resistance, the study finds that actions such as the issuance of a national administrative map, the enactment of maritime legislation, repeated diplomatic protests, and the strengthening of normative alliances have significantly bolstered the Philippines' legitimacy on the global stage. This form of resistance, though non-confrontational, has gradually contributed to the establishment of a legal architecture and counter-narrative that increasingly constrains China’s diplomatic maneuverability. The study concludes that a consistent and structured non-confrontational approach can generate substantial geopolitical impact without triggering military escalation.
