Salah satu wujud dari Coorporate University Kemenkumham untuk memenuhi hak pengembangan kompetensi pegawai yakni memanfaatkan sebuah cara seperti aplikasi sesuai dengan kebutuhan instansi tersebut seperti halnya di Kantor Imigrasi Kelas I TPI Cilacap yang merupakan instansi dibawah naungan Kemenkumham yakni dengan aplikasi Massive Open Online Course (MOOC). Penelitian ini bertujuan untuk mendeskripsikan efektivitas penerapan aplikasi Massive Open Online Course (MOOC) dalam pengembangan kompetensi Pegawai Negeri Sipil (PNS) di Kantor Imigrasi Kelas I TPI Cilacap. Metode yang digunakan adalah kualitatif deskriptif dengan teknik purposive sampling untuk memilih PNS yang menjadi subjek penelitian. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan MOOC dalam pengembangan kompetensi PNS di Kantor Imigrasi Cilacap telah berjalan efektif, dengan 56 pegawai mengikuti program ini. Beberapa pegawai juga mengungkapkan bahwa pembelajaran tatap muka lebih efektif untuk pemahaman yang lebih baik dibandingkan dengan hanya melalui metode online. Secara keseluruhan, penerapan aplikasi MOOC sudah dianggap efektif, meskipun perlu perbaikan dalam pengawasan dan pemecahan masalah teknis.

One of the manifestations of the Kemenkumham Corporate University to fulfill the right to develop employee competence is to utilize a method such as an application according to the needs of the agency as is the case at the Cilacap Class I TPI Immigration Office which is an agency under the auspices of the Ministry of Law and Human Rights, namely the Massive Open Online Course (MOOC) application. This study aims to describe the effectiveness of the application of Massive Open Online Course (MOOC) in developing the competence of Civil Servants (PNS) at the Immigration Office Class I TPI Cilacap. The method used is descriptive qualitative with purposive sampling technique to select civil servants who become research subjects. Data were collected through interviews, observation, and documentation. The results showed that the application of MOOC in developing civil servant competencies at the Cilacap Immigration Office has been effective, with 56 employees participating in this program. Some employees also revealed that face-to-face learning is more effective for better understanding compared to only through online methods. Overall, the implementation of MOOC application has been considered effective, although it needs improvement in supervision and technical problem solving.
