PERAN BADAN PERTANAHAN NASIONAL DALAM PROGRAM PENDAFTARAN TANAH SISTEMATIS LENGKAP DI KANTOR PERTANAHAN KABUPATEN CILACAP

Penelitian ini bertujuan mengetahui dan mendeskripsikan bagaimana peran Badan Pertanahan Nasional dalam Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kantor Pertanahan Kabupaten Cilacap, sebagai salah satu program yang dibuat oleh pemerintah yang memiliki tujuan untuk mempercepat proses pendaftaran tanah bagi tanah yang belum tersertifikat. Penelitian ini menggunakan kualitatif deskriptif, informan ditentukan secara purposive, dan dikaji menggunakan teori peran oleh Lincolin Arsyad. Berdasarkan hasil penelitian, bahwa peran Badan Pertanahan Nasional dalam Program PTSL di Kantor Pertanahan Kabupaten Cilacap belum sepenuhnya optimal jika dilihat dari aspek entrepreneur dan aspek stimulasi. Jika dilihat dari aspek koordinasi dan aspek fasilitasi telah menunjukkan adanya hasil yang baik, dengan adanya manfaat dampak yang dirasakan oleh masyarakat yang mengikuti Program PTSL dan realisasi Program PTSL yang melebihi target yang ditentukan.

This study aims to find out and describe the role of the National Land Agency in the Complete Systematic Land Registration Program (PTSL) at the Cilacap Regency Land Office, as one of the programs made by the government that aims to accelerate the land registration process for land that has not been certified. This study uses descriptive qualitative, informants are determined purposively, and studied using role theory by Lincolin Arsyad. Based on the results of the research, the role of the National Land Agency in the PTSL Program at the Cilacap Regency Land Office is not fully optimal when viewed from the entrepreneurial aspect and the stimulation aspect. When viewed from the aspect of coordination and facilitation, it has shown good results, with the benefits of the impact felt by the community who participate in the PTSL Program and the realization of the PTSL Program that exceeds the specified target.
