Penyerahan yang diawasi (controlled delivery) merupakan teknik khusus penyidik dalam dalam mengungkap jaringan peredaran gelap narkotika. Teknik penyerahan yang diawasi (controlled delivery) memiliki beberapa kendala dan resiko dalam pelaksanaannya, misalnya penyalahgunaan wewenang. Berdasarkan hal tersebut penelitian ini bertujuan untuk mengetahui bagaimana tahapan pelaksanaan teknik penyerahan yang diawasi (controlled delivery) serta faktor-faktor yang memengaruhi keberhasilan pelaksanaannya di Polres Metro Depok. Penelitian ini menggunakan pendekatan yuridis empiris dengan spesifikasi penelitian deskriptif analitis. Informan merupakan Penyidik Tindak Pidana Narkotika Polres Metro Depok yang ditentukan dengan purposive sampling. Jenis data terdiri dari data primer dan data sekunder yang diperoleh dari studi lapangan dan studi kepustakaan melalui wawancara dan studi pustaka. Data dalam penelitian diolah dengan cara data reduction, display data dan verification, serta disajikan melalui teks naratif. Metode analisis data adalah analisis deskriptif. Hasil penelitian menunjukkan bahwa tahapan pelaksanaan teknik penyerahan yang diawasi (controlled delivery) oleh penyidik di Polres Metro Depok harus disertai dengan perintah tertulis dari pimpinan. Setelah melakukan perencanaan, penyidik atau informan kemudian berpura-pura menjadi pendistribusi yang menyerahkan narkotika sehingga dapat dilangsungkan penangkapan terhadap pelaku. Faktor-faktor yang memengaruhi pelaksanaan teknik tersebut terdiri dari faktor pendukung dan faktor penghambat yang dapat digolongkan sebagai faktor hukum, faktor penegak hukum, faktor sarana atau fasilitas, dan faktor masyarakat.

Controlled delivery is a special technique used by investigators to uncover drug- trafficking networks. The controlled delivery technique has several obstacles and risks in its implementation, such as abuse of authority. Based on this, this research aims to determine the implementation of the controlled delivery technique and the factors that influence its successful implementation at the Depok Metro Police Resort. This study used an empirical juridical approach with descriptive analytical research specifications. Informant is Narcotics Crime Investigator of the Depok Metro Police Resort, determined by purposive sampling. The type of data consists of primary and secondary data obtained from field and literature studies through interviews and literature studies. The data in the study were processed by data reduction, data display, and verification and were presented through narrative text. The data analysis method was descriptive analysis. The results showed that the implementation of the controlled delivery technique by investigators at the Depok Metro Police Resort must be accompanied by a written order from leadership. After planning, investigators or informants pretend to be distributors who deliver narcotics so that the arrest of the perpetrator can be carried out. The factors that influence the implementation of the technique consist of supporting and inhibiting factors, which can be classified as legal, law enforcement, facilities or facilities, and community factors.
