Pengawasan Terhadap Pelayanan Penyelenggara Perjalanan Ibadah Umrah (PPIU) Oleh Kantor Kementerian Agama Kabupaten Banyumas

Permasalahan terkait penyelenggaraan umrah masih terus terjadi, seperti penipuan, umrah non-prosedural, penelantaran jamaah, PPIU ilegal, hingga banyaknya aduan masyarakat tentang pelayanan umrah oleh PPIU. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan pengawasan terhadap pelayanan PPIU di Kabupaten Banyumas. Metode penelitian menggunakan kualitatif deskriptif melalui observasi, wawancara, dan dokumentasi. Sasaran penelitian ini mencakup Kementerian Agama Kabupaten Banyumas, PPIU, dan masyarakat sebagai pengguna layanan PPIU. Penelitian ini menggunakan teori langkahlangkah pengawasan menurut Sururama dan Amalia yang terdiri dari penetapan standar pengawasan, pengukuran pelaksanaan kegiatan, perbandingan dengan standar dan analisa penyimpangan, pengambilan tindakan korektif. Hasil penelitian menunjukkan penetapan standar pengawasan telah dilakukan Kankemenag Kabupaten Banyumas dengan menerapkan SOP pengawasan dan standar pelayanan bagi PPIU; pengukuran pelaksanaan kegiatan, dilakukan dengan inspeksi langsung menggunakan checklist pertanyaan terkait aspek pelayanan dan secara tidak langsung melalui teknologi informasi, meskipun belum maksimal karena belum menjangkau ke seluruh PPIU baik yang memiliki izin atau tidak dan belum memiliki akses terhadap SISKOPATUH; perbandingan pelaksanaan dengan standar dan analisa penyimpangan, dilakukan melalui laporan hasil pengawasan dari hasil penilaian yang diperoleh; pengambilan tindakan korektif dengan menyelenggarakan KIE, forum PPIU, memberikan edukasi kepada masyarakat dan PPIU. Namun, tindakan perbaikan belum maksimal karena belum ada pengecekan dan pengawasan kembali kepada PPIU yang terindikasi melakukan pelanggaran.

Problems related to the organization of umrah continue to occur, such as fraud, non-procedural umrah, abandonment of pilgrims, illegal PPIU, and numerous public complaints about umrah services by PPIU. This research aims to describe the implementation of supervision over PPIU services in Banyumas Regency. The research method uses descriptive qualitative through observation, interviews, and documentation. The targets of this research include the Ministry of Religious Affairs of Banyumas Regency, PPIU, and the community as users of PPIU services. This research uses the supervision steps theory according to Sururama and Amalia, which consists of setting supervision standards, measuring activity implementation, comparing with standards and analyzing deviations, and taking corrective actions. The research results show that the establishment of supervision standards has been carried out by the Banyumas Regency Ministry of Religious Affairs by implementing supervision SOPs and service standards for PPIUs; the measurement of activity implementation was conducted through direct inspections using a checklist of questions related to service aspects and indirectly through information technology, although it has not been maximized because it has not reached all PPIUs, both licensed and unlicensed, and does not yet have access to SISKOPATUH; the comparison of implementation with standards and deviation analysis was conducted through supervision reports from the obtained assessments; corrective actions were taken by organizing KIE, PPIU forums, and providing education to the community and PPIUs. However, the corrective actions have not been optimal because there has been no follow-up inspection and supervision of the PPIU that are indicated to have committed violations.
