Abstrak (Bhs. Indonesia)

Kebijakan pupuk subsidi masih banyak mengalami pelanggaran dalam tahap distribusinya. Penerapan kartu tani untuk mengintegrasikan distribusi pupuk subsidi di masyarakat masih dianggap kurang maksimal. Penelitian ini dilakukan untuk mengetahui pengaruh antara: 1) komunikasi (X1) terhadap keberhasilan implementasi (Y) kartu tani, 2) sumberdaya (X2) terhadap keberhasilan implementasi (Y) kartu tani, 3) struktur birokrasi (X3) terhadap keberhasilan implementasi(Y) kartu tani, dan 4) komunikasi, sumberdaya, dan struktur birokrasi terhadap keberhasilan implementasi kartu tani. Populasi penelitian ini adalah pemilik kartu tani di Desa Brecong tahun 2022 berjumlah 685 sedangkan sampel berjumlah 87 responden. Teknik analisis yang digunakan dalam penelitian ini yaitu Korelasi Kendall Tau-b, Konkordinansi Kendall W, dan Regresi Logistik Ordinal. Hasil penelitian ini menunjukkan bahwa pada uji Korelasi Kendall Tau-b: 1) uji korelasi variabel komunikasi bernilai 0,348 menunjukkan korelasi yang cukup kuat dengan arah positif, 2) uji korelasi variabel sumberdaya bernilai 0,100 menunjukkan korelasi yang lemah dengan arah positif, 3) uji korelasi variabel struktur birokrasi bernilai 0,350 menunjukkan korelasi yang cukup kuat dengan arah positif. Pada uji Konkordinansi Kendall W bernilai 0,542 yang menunjukkan korelasi kuat dengan arah positif. Pada uji Regresi Logistik Ordinal menunjukkan bahwa: 1) komunikasi tidak terdapat pengaruh positif dan signifikan dengan nilai koefisien 0,015, 2) sumberdaya tidak terdapat pengaruh positif dan signifikan dengan nilai koefisien 0,008, 3) struktur birokrasi terdapat pengaruh positif dan signifikan dengan nilai koefisien 0,121, dan 4) komunikasi, sumberdaya, dan struktur birokrasi tidak terdapat pengaruh positif dan signifikan dengan nilai koefisien 0,149.

The subsidized fertilizer policy still experiences many violations at the distribution 
stage. This research was conducted to determine the influence of: 1) comunication (X1) on 
success of implementation (Y) of the farmer card, 2) resources (X2) on the success of 
implementation (Y) farmer card, 3) bureaucratic structure (X3) on the success of 
implementation (Y) farmer card, and 4) communication, resources, and bureaucratic 
structure on the successful implementation (Y) of the farmer card. The population of this 
research is 685 farmer card holders in Brecong Village in 2022, while the sample consists 
of 87 respondents. The analysis techniques used in this research are Kendall Tau-b 
Correlation, Kendall W Concordinance, and Ordinal Logistic Regression. The result of this 
research show that in the Kendal Tau-b Correlation test: 1) the correlation test for the 
communication variable is 0,348, indicating a fairly strong correlation in a positive 
direction, 2) the correlation test for the resource variable is 0,100, indicating a weak 
correlation in a positive direction, 3) the correlation test for the bureaucratic structure 
variable a value of 0,350 indicates a fairly strong correalition in a positive direction. In the 
Kendall W Concordinance test the value is 0,542 which show a strong correlation in a 
positive direction. The Ordinal Logistic Regression test shows that: 1) communication has 
no positive and significant influence with a coefficient value of 0.015, 2) resources have no 
positive and significant influence with a coefficient value 0f 0.008, 3) bureaucratic 
structure has positive and significant influence with a coefficient value 0.121, and 4) 
communication, resources, and bureaucratic structure do not have a positive and 
significant influence with a coefficient value of 0.149.
