Perlindungan terhadap konsumen seringkali menemui hambatan dalam pelaksanaannya, salah satu penyebab dari hambatannya yakni perbuatan pelaku usaha yang tidak sesuai dengan perjanjian yang sudah disepakati. Pada penelitian ini, pelaku usaha melakukan pelanggaran dengan tidak menyerahkan BPKB dan STNK kendaraan bermotor, padahal pembeli sudah membayar lunas pembelian kendaraaan bermotor tersebut. Penelitian ini bertujuan untuk mengetahui perlindungan hukum konsumen terhadap pengalihan hak berupa dokumen kepemilikan kendaraan bermotor berdasarkan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen.
Penelitian ini menggunakan metode pendekatan yuridis normatif dengan spesifikasi penelitian preskriptif analisis. Sumber data yang digunakan yaitu data sekunder yang terdiri dari bahan hukum primer, sekunder, dan tersier yang dikumpulkan melalui studi kepustakaan, kemudian dianalisis menggunakan metode normatif kualitatif.
Berdasarkan hasil penelitian dan pembahasan, dapat disimpulkan bahwa Majelis Hakim dalam putusan a quo sudah memberikan perlindungan hukum kepada konsumen, di mana dalam putusan tersebut Hj Jumriati DG Nurung selaku Tergugat dinyatakan wanprestasi, pelaku usaha juga dihukum untuk menyerahkan Surat Tanda Nomor Kendaraan (STNK) dan Buku Pemilik Kendaraan Bermotor (BPKB) kepada Sadam Rumalolas selaku Penggugat.

Protection of consumers often encounters obstacles in its implementation, one of the causes of obstacles is the actions of business actors that are not in accordance with the agreed agreement. In this research, business actors commit violations by not submitting BPKB and STNK motorized vehicles, even though the buyer has paid in full for the purchase of the motorized vehicle. This study aims to determine the legal protection of consumers against the transfer of rights in the form of motor vehicle ownership documents based on Law Number 8 of 1999 concerning Consumer Protection.
This research uses a normative juridical approach method with prescriptive analysis research specifications. The data source used is secondary data consisting of primary, secondary, and tertiary legal materials collected through literature studies, then analyzed using qualitative normative methods.
Based on the results of research and discussion, it can be concluded that the Panel of Judges in the decision a quo has provided legal protection to consumers, where in the decision Hj Jumriati DG Nurung as the Defendant was declared in default, the business actor was also punished to hand over the Vehicle Number Certificate (STNK) and Motor Vehicle Owner's Book (BPKB) to Sadam Rumalolas as the Plaintiff.
