Penerapan Rail Document System adalah sebagai langkah awal yang dilakukan PT Kereta Api Indonesia (Persero) Daop 5 Purwokerto untuk memudahkan pengelolaan dokumen perusahaan dalam mendukung modernisasi sistem administrasi perkantoran dan dokumen. Metode yang digunakan adalah metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi partisipatif, dokumentasi, dan studi pustaka. RDS merupakan Sistem Dokumen Kereta Api yang menggabungkan EDMS untuk pengelolaan dokumen yang lebih efektif dalam industri perkeretaapian. Program tersebut mencerminkan teori efektivitas milik Sondang P. Siagian yang dikaji dalam tujuh aspek: tujuan kegiatan; strategi kegiatan; proses analisis kegiatan; perencanaan kegiatan; penyusunan kegiatan; sarana dan prasarana; serta pelaksanaan kegiatan. Hasil penelitian menunjukkan bahwa efektivitas rail document system di PT Kereta Api Indonesia Daop 5 Purwokerto belum sepenuhnya optimal. Hal ini dibuktikan dengan adanya beberapa aspek dalam teori efekktivitas yang belum terpenuhi dalam pengelolaan dokumen secara elektronik tersebut. Pemanfaatan sumber daya dan penggunaan sarana prasarana perlu ditingkatkan untuk pencapaian target yang lebih baik, diantaranya penambahan jumlah pekerja, penambahan kecepatan koneksi LAN, dan peningkatan kapasitas server penyimpanan rail document system.

The implementation of the Rail Document System is the first step taken by PT Kereta Api Indonesia (Persero) Daop 5 Purwokerto to facilitate the management of company documents in supporting the modernization of office and document administration systems. The method used is descriptive qualitative method with data collection techniques through interviews, participatory observation, documentation, and literature study. RDS is a Railway Document System that incorporates EDMS for more effective document management in the railway industry. The program reflects Sondang P. Siagian's theory of effectiveness which is examined in seven aspects: activity objectives; activity strategy; policy analysis process; activity planning; activity preparation; saranda and infrastructure; and activity implementation. The results showed that the effectiveness of the rail document system at PT Kereta Api Indonesia Daop 5 Purwokerto was not fully optimized. This is evidenced by the existence of several aspects in the theory of effectiveness that have not been fulfilled in the management of these electronic documents. The utilization of resources and the use of infrastructure facilities need to be improved to achieve better targets, including increasing the number of workers, increasing the speed of LAN connections, and increasing the capacity of the rail document system storage server.
