Abstrak (Bhs. Indonesia)

Program Layar Kusumah merupakan program yang berfokus pada 
permasalahan keterbatasan aksesibilitas masyarakat miskin kepada layanan 
kebutuhan dasar dan sistem sumber yang dapat meningkatkan keberfungsian sosial 
masyarakat agar taraf kesejahteraan sosialnya meningkat serta dapat berusaha 
keluar dari kemiskinan yang menjadi akar permasalahan kemiskinan di kota 
Tasikmalaya.
Penelitian ini menggunakan metode penelitian kualitatif deskriptif. 
Sehingga penelitian ini bertujuan untuk mengetahui lebih mendalam implementasi 
program Layar Kusumah yang dilakukan oleh Dinas Sosial Kota Tasikmalaya 
sebagai upaya meningkatkan pelayanan sosial. Penelitian ini mengadopsi model 
implementasi Ripley dan Franklin (1986). Maka, aspek implementasi yang menjadi 
fokus peneltian ini adalah compliance (kepatuhan) dan what’s happening (apa yang 
terjadi.
Hasil penelitian menunjukan implementasi yang telah dilakukan melalui 
serangkaian program tersebut terlaksana dengan baik. Namun, terdapat beberapa 
tujuan yang belum tercapai hal ini karena banyaknya aktor yang terlibat dimana 
program Layar Kusumah dalam sumber daya manusia masih belum memadai, 
anggaran yang kurang, sarana prasarana yang tidak lengkap, karena masalah krusial 
program Layar Kusumah adalah program ini belum formal atau tidak tetdaftar pada 
bidang rehabilitasi sosial, sehingga hal ini menyebabkan belum adanya dasar 
hukum atau kebijakan yang mengatur tentang program Layar Kusumah.

The screen kusumah program is a program that focuses on the problem of 
limited accessibility of poor people to basic needs services and resource systems 
that can improve the social functioning of the community so that the level of social 
welfare increases and they can try to get out of poverty which is the root of the 
problem of poverty in the city of Tasikmalaya.
This research uses descriptive qualitative research methods. So this 
research aims to find out more deeply about the implementation of the Layar 
Kusumah program carried out by the Tasikmalaya City Social Service as an effort 
to improve social services. This research adopts the implementation model of Ripley 
and Franklin (1986). So, the implementation aspects that are the focus of this 
research are compliance and what's happening.
The research results show that the implementation that has been carried out 
through a series of programs has been carried out well. However, there are several 
goals that have not been achieved, this is because there are many actors involved, 
where the Layar Kusumah program's human resources are still inadequate, the 
budget is lacking, the infrastructure is incomplete, because the crucial problem with 
the Layar Kusumah program is that this program is not yet formal or not. registered 
in the field of social rehabilitation, so this results in the absence of a legal basis or 
policy that regulates the Layar Kusumah progra
