Pada Tahun 2020 Dishub membuat aturan rekayasa lalu lintass untuk pencegahan penyebaran Covid, beberapa bulan setelah diimplementasikan sistem satu arah tersebut ditetapkan menjadi aturan permanen dan disahkan menjadi Perbup No.41 Tahun 2020, saat diimplementasikan Perbup tersebut masih terjadi banyak pelanggaran yang dilakukan kelompok sasaran, yaitu berupa lawan arus dan pengguna kendaraan motor dan mobil yang masuk jalanan komplek.
Rumusan Masalah dari penelitian ini yaitu, Bagaimana Implmenetasi Perbup No.41 Tahun 2020 Tentang Manajemen dan Rekayasa Lalu Lintas di Kawasan Pusat Perkotaan Pursokerto, tujuan dari penelitian ini untuk mengetahui bagaimana implementassi Perbup No.41 Tahun 2020, Metode penelitian yang digunakan yaitu metode penelitian kualitatif deskriptif. Sasaran dari penelitian ini dibagi menjadi 2 yaitu Dishub sebagai implementor yang diambil dengan purposive sampling dan Masyarakat sebagai kelompok sasaran yang diambil dengan teknik incidental sampling. Fokusan penelitian ini mengacu pada 2 aspek yaitu Compliance dan What’s Happening.
Kesimpulannya Dari segi Compliance Perbup sudah cukup dipatuhi oleh impleentor secara prosedur, namun kurangnya yaitu implementor masih mewajarkan pelanggaran yang dianggap kecil, lalu kelompok sasaran masih belum patuh, karena masih banyak melakukan pelanggaran yang secara sengaja. Dari aspek, What’s Happening, tujuan dari Perbup ini untuk mencegah kemacetan yang dipercaya secara data oleh aktor, aktor yang terlibat dalam implementasi Perbup No.41 Tahun 2020 ini yaitu Dishub Kabupaten Banyumas dan Satlantas.

In 2020, the Department of Transportation made traffic engineering regulations to prevent the spread of Covid, several months after the implementation of the one-way system, it was made a permanent rule and ratified as Perbup No. 41 of 2020, when this Perbup was implemented there were still many violations committed by the target group, namely in the form of opposing traffic and motorbike and car users entering the complex streets.
The problem formulation of this research is, How is the implementation of Regional Regulation No.41 of 2020 concerning Traffic Management and Engineering in the Pursokerto Urban Center Area, the aim of this research is to find out how the implementation of Regional Regulation No.41 of 2020 is carried out, the research method used is a qualitative research method descriptive. The targets of this research were divided into 2, namely the Transportation Agency as the implementer, taken using purposive sampling, and the community as the target group, taken using the incidental sampling technique. The focus of this research refers to 2 aspects, namely Compliance and What's Happening.
In conclusion, in terms of Compliance, the Perbup has been sufficiently complied with by the implementers procedurally, but the downside is that the implementers still accept violations that are considered minor, then the target group is still not compliant, because many violations are still done intentionally. From the aspect of What's Happening, the aim of this Perbup is to prevent traffic jams, which is believed to be based on data from the actors involved in implementing Perbup No. 41 of 2020, namely the Banyumas Regency Transportation Agency and Traffic Police.
