Pandemi COVID-19 telah melumpuhkan pariwisata nasional. Begitu pula di Kabupaten Banyumas dimana wisatawan menurun drastis, salah satunya objekobjek wisata di Desa Pekunden. Pandemi membawa pengaruh besar terhadap ekonomi Desa Pekunden. Pengrajin nopia yang turun omsetnya hingga tidak ada kunjungan wisatawan ke desa. Penelitian ini bertujuan untuk meneliti tentang Kapasitas Pemerintah Daerah dalam Program Pemulihan Objek Wisata Desa Pekunden Kecamatan Banyumas Usai Pandemi COVID-19. Penelitian ini berjenis kualitatif yang pengumpulan datanya menggunakan metode wawancara. Lokasi penelitian di Desa Pekunden Kecamatan Banyumas. Sasaran pada penelitian ini adalah Dinas Pemuda, Olahraga, Kebudayaan Dan Pariwisata (Dinporabudpar) Kabupaten Banyumas, Pengurus Pokdarwis Desa, pengelola objek wisata desa dan masyarakat desa. Teknik pemilihan informan yang digunakan adalah teknik purposive sampling. Dalam penelitian ini metode yang digunakan untuk menganalisa data kualitatif deskriptif adalah model yang dikembangkan oleh Miles, Huberman dan Saldana. Hasil penelitian menemukan bahwa kapasitas pemerintah daerah dalam program pemulihan objek Wisata Desa Pekunden Kecamatan Banyumas usai masa pandemi COVID-19 meliputi konsep desa wisata mandiri, mendatangkan pengunjung wisata yang terkelola, melestarikan sosial budaya desa dan keberlanjutan lingkungan dengan pengelolaan sampah dan juga penghijauan. Pemkab Banyumas bertugas mengembangkan pariwisata secara garis besarnya dibagi menjadi empat yaitu resilience (ketahanan), intention (niat), sustain (keberlanjutan) dan endurance (daya tahan). Dalam resilience (ketahanan) dilakukan pemulihan ketahanan pariwisata Desa Pekunden dilakukan dengan memobilisasi sumber daya keuangan dan mengelola krisis. Pada intention (niat) dilakukan dengan tindakan pemerintah daerah untuk meminimalisir dampak COVID-19 pada sektor wisata. Melalui sustain (keberlanjutan), mengikutsertakan masyarakat dalam pengelolaan wisata dengan konsep Berbasis Masyarakat (Community Based Tourism). Serta pada tahap endurance (daya tahan) dilakukan penyesuaian sektor wisata usai pandemi yang dilakukan pemerintah daerah agar objek Desa Wisata Pekunden semakin maju usai pandemi.

The COVID-19 pandemic has paralyzed national tourism. Likewise in Banyumas Regency where tourists have decreased drastically, one of which is the tourist attractions in Pekunden Village. The pandemic has had a big impact on the economy of Pekunden Village. Nopia craftsmen whose turnover has decreased to the point that there are no tourist visits to the village. This research aims to examine the capacity of the Regional Government in the Tourist Attraction Recovery Program in Pekunden Village, Banyumas District after the COVID-19 Pandemic. This research is a qualitative type of data collection using the interview method. The research location is Pekunden Village, Banyumas District. The targets of this research were the Banyumas Regency Youth, Sports, Culture and Tourism Department (Dinporabudpar), Village Pokdarwis Management, village tourist attraction managers and village communities. The informant selection technique used was a purposive sampling technique. In this research, the method used to analyze descriptive qualitative data is a model developed by Miles, Huberman and Saldana. The results of the research found that the local government's capacity in the Pekunden Village Tourist Attraction Recovery Program, Banyumas District after the COVID-19 pandemic includes the concept of an independent tourist village, attracting managed tourist visitors, preserving the village's social culture and environmental sustainability with waste management and also reforestation. The Banyumas Regency Government's task with developing tourism is broadly divided into four, namely resilience, intention, sustain and endurance. In resilience, the tourism resilience of Pekunden Village is restored by mobilizing financial resources and managing crises. Intention is carried out by local government actions to minimize the impact of COVID-19 on the tourism sector. Through sustainability, involving the community in tourism management with a Community Based Tourism concept. And at the endurance stage, adjustments to the tourism sector after the pandemic were carried out by the regional government so that the Pekunden Tourism Village objects would progress further after the pandemic.
