Pembangunan yang diwarnai dengan perubahan pesat serta dinamis mendorong penyesuaian dari para penyelenggara pemerintahan. Pada kondisi ini, perlu keterlibatan warga negara dalam menjawab persoalan masyarakat yang semakin kompleks termasuk persoalan pengelolaan sampah. Kabupaten Banyumas sebagai salah satu daerah yang menerapkan program bank sampah sebagai upaya pengelolaan sampah masih berada pada tingkat concultation. Penelitian ini bertujuan untuk mengetahui dan meningkatkan partisipasi serta memberikan solusi terhadap masalah partisipasi masyarakat dalam program bank sampah di Kabupaten Banyumas. Penelitian yang dilakukan menggunakan metode kualitatif dengan teknik pemilihan informan purposive sampling. Sumber data meliputi data primer dan sekunder dengan metode pengumpulan data berupa wawancara, observasi, dan dokumentasi. Metode analisis data menggunakan analisis interaktif dengan teknik triangulasi sebagai validitas data.
Hasil penelitian ini menunjukan bahwa bentuk partisipasi masyarakat dalam keempat bank sampah yang ada di Kabupaten Banyumas yaitu Bank Sampah Inti Barokah, Moro Kranji, Hamberkahi, dan Wartinem pada pengambilan keputusan tergolong pasif kurang memfasilitasi ruang diskusi interaktif serta edukasi; pelaksanaan, kontribusi berupa tenaga dan informasi tetapi belum sepenuhnya, terkendala koordinasi pengurus dan pemerintah serta penurunan antusiasme; pemanfaatan hasil sudah terlibat dalam manfaat materi, sosial, dan pribadi; serta pada evaluasi keterlibatan masyarakat belum optimal. Kondisi-kondisi yang menentukan partisipasi masyarakat dalam program bank sampah di Kabupaten Banyumas adalah norma kerelawanan berupa insentif dan penghargaan; jejaring sosial berupa pemaparan hasil penjualan dan diskusi internal evaluasi; konteks interpersonal promosi program berupa peran aktif ketua bank sampah dan kecakapan pengurus; serta dukungan pemerintah berupa ruang diskusi interaktif komunikatif, koordinasi pemerintah desa bersama masyarakat serta dukungan pemerintah dalam peninjauan ulang program.

Development characterized by rapid and dynamic changes encourages adjustments from government administrators. In this condition, it is necessary to involve citizens in responding to increasingly complex community problems, including the problem of waste management. Banyumas Regency as one of the regions implementing the waste bank program as an effort to manage waste is still at the consultation level. This study aims to identify and increase participation as well as provide solutions to the problem of community participation in the waste bank program in Banyumas Regency. The research was conducted using qualitative methods with purposive sampling informant selection techniques. Data sources include primary and secondary data with data collection methods in the form of interviews, observation, and documentation. The data analysis method uses interactive analysis with triangulation techniques as data validity.
The results of this study indicate that the form of community participation in the four waste banks in Banyumas Regency, namely the Inti Barokah, Moro Kranji, Hamberkahi, and Wartinem Garbage Banks, in decision making is classified as passive, not facilitating interactive discussion space and education; implementation, contributions in the form of personnel and information but not yet fully, constrained by the coordination of administrators and the government and decreased enthusiasm; utilization of results already involved in material, social, and personal benefits; as well as the evaluation of community involvement is not optimal. The conditions that determine community participation in the waste bank program in Banyumas Regency are volunteer norms in the form of incentives and rewards; social networking in the form of presentation of sales results and internal evaluation discussions; the interpersonal context of program promotion in the form of the active role of the head of the waste bank and the skills of the management; as well as government support in the form of communicative discussion rooms, village government coordination with the community and government support in program reviews.
