ABSTRAKSI
Penelitian ini mengambil judul “Peran Penyuluh Keluarga Berencana (PKB) dalam Program KB Mewujudkan Norma Keluarga Kecil Bahagia dan Sejahtera (NKKBS) di Kabupaten Banyumas”. Tujuan penelitian ini adalah untuk mengetahui peran yang dilakukan penyuluh KB Kabupaten Banyumas dalam pencapaian program KB ditengah kurangnya tenaga penyuluh KB. Mengetahui proyeksi jumlah penduduk Kabupaten Banyumas enam tahun yang akan datang dan manfaat dari data proyeksi tersebut untuk penyuluh KB.
Penelitian ini menggunakan metode penelitian deskriptif untuk menggambarkan tentang peran yang sudah dilakukan PKB Kabupaten Banyumas, pencapaian Program KB yang diukur dari jumlah akseptor dan penurunan fertilitas, serta analisis proyeksi penduduk menggunakan metode geometrik. 
Hasil penelitian menunjukkan bahwa pencapaian peran PKB sudah optimal jika dilihat dari pencapaian program KB di Kabupaten Banyumas, hal ini dapat dilihat dari angka CPR yang tinggi dan TFR yang rendah. Namun, dalam tiga tahun terakhir angka CPR dan TFR cenderung statis. Selain itu yang masih menjadi tantangan dan masalah adalah angka Unmet Need PUS yang masih tergolong tinggi yaitu 16,63%. Hal ini dikarenakan kurangnya tenaga Penyuluh KB dibandingkan dengan desa yang ada. Maka perlu adanya penyusunan dan pengajuan kembali oleh Bapermas-PKB terkait formasi ideal Penyuluh KB yang dibutuhkan guna menutupi kekurangan jumlah Penyuluh KB.
Jumlah penduduk Kabupaten Banyumas diproyeksi akan terus meningkat selama enam tahun yang akan datang. Laju pertumbuhan penduduk sebesar 0,49 % setiap tahun (2012-2017). Diperkirakan pada tahun 2017, jumlah penduduk Kabupaten Banyumas mencapai 1.679.831 jiwa. Semakin meningkatnya jumlah penduduk Banyumas memacu peningkatan kebutuhan pangan, kesehatan, pendidikan, lapangan pekerjaan, dan kebutuhan akan barang dan jasa. Oleh karena itu perlu adanya tindakan pemerintah melalui kebijakan yang mengacu pada hasil proyeksi penduduk. Informasi ini juga seharusnya dimanfaatkan oleh PKB untuk merencanakan segala sesuatu yang berkaitan dengan program kesejahteraan penduduk dan perencanaan program KB ke depan yang tujuannya sebagai penyediaan pelayanan KB.

ABSTRACT

This research take a title “Role of Family Planning (FP) Field Workers in a FP
program to realize the Small, Happy and Prosperous Family as Norm in Banyumas Regency”. The purpose of this research is to know the role that the investigators of a FP program in Banyumas regency for  the achievement  of FP program when the investigators were very slightly. To find out the projection of occupation in Banyumas regency for six years later and the benefits of that projection’s data for the FP field workers.
 This research use a methode of  description research to show about the role that have
done from FP field workers of Banyumas regency, the  achievement of family planning
programs are measured by the number of acceptors and fertility decline, population
projections and analysis using geometric methods.
 The results showed that the achievement of the role of FP field workers is optimal when
viewed from the achievement of family planning programs in Banyumas, this can be seen from the number of high CPR and TFR is low. However, in the last three years the number of CPR and TFR tends to be static. Besides it is still a challenge and the problem is the number of Unmet Need is still relatively high at 16.63%. This is due to lack of power compared to the FP field workers than villages. Then we need for the preparation and submission of the relevant by Bapermas-ideal formation FP field workers needed to cover the shortage of FP field workers.
 The number of population in Banyumas regency projected will be increase in six years
later. Population growth rate of 0.49% per year (2012-2017). It is estimated by 2017, the
population reached 1,679,831 souls in Banyumas regency. The increasing number of people Banyumas spur increased needs for food, health, education, employment, and the need for goods and services. Therefore the need for government action through policies that refer to projections of the population. This information should also be used by the FP field workers to plan everything to do with the welfare program and planning ahead planning program whose goal as the provision of family planning services.
