Latar Belakang : Peningkatan timbulan sampah di Kabupaten Ciamis terjadi setiap tahun. Rata-rata timbulan sampah mengalami peningkatan sebanyak 39,42% tahun 2020 dan pada tahun 2021 terjadi peningkatan sebanyak 2,07%. Inovasi Kabupaten Ciamis dengan dibentuknya Bank Sampah Ciamis (BSC) dengan target pengurangan timbulan sampah sebanyak 30%. Akan tetapi, target tersebut masih belum tercapai oleh BSC sehingga diperlukan evaluasi dari lima aspek pengelolaan sampah.
Metode : Penelitian menggunakan metode penelitian kualitatif dengan desain penelitian eksploratif. Penelitian ini dilakukan di Bank Sampah pada bulan Desember 2022 - Maret 2023. Subjek penelitian melibatkan 7 informan diperoleh dengan purposive sampling. Analisis data menggunakan analisis isi dengan pendekatan tematik.
Hasil Penelitian : 1) Aspek kelembagaan masih belum sesuai dengan Permen LH No.13 Tahun 2012 karena target pengurangan timbulan sampah belum tercapai, 2) Aspek regulasi dalam pengelolaan sampah di BSC yang sudah sesuai dengan regulasi nasional maupun daerah, 3) Aspek pembiayaan sudah sesuai dengan SNI 3242-2008 tetapi masih menjadi kendala karena pembiayaan operasional secara mandiri, 4) Aspek teknis operasional dilihat dari lima unsur manajemen pada unsur money belum sesuai karena pembiayaan tidak di dukung dana APBD serta; 5) Aspek peran serta masyarakat Kabupaten Ciamis dalam pengelolaan sampah sudah sesuai dengan SNI 3242-2008 tetapi masih banyak yang belum memiah sampah.
Kesimpulan : Pengelolaan sampah yang dilakukan di Bank Sampah Ciamis (BSC) sebagai wujud penurunan timbulan sampah yang ada di Kabupaten Ciamis. Evaluasi dilakukan berdasarkan lima aspek pengelolaan sampah dan masih memerlukan perbaikan dalam mencapai target penurunan sampah dengan bantuan dana APBD dalam operasional pengelolaan sampah. Selain itu, sosialisasi dan edukasi kepada masyarakat perlu ditingkatkan agar pengelolaan sampah dapat dilakukan.

Background: The increase in trash heap in Ciamis Regency occurs every year. The average trash heap has increased by 39.42% in 2020 and in 2021 there has been an increase of 2.07%. Innovations of Ciamis Regency is the establishment Ciamis Waste Bank (CWB) with a target of reducing trash heap by 30%. However, this target has not been achieved by the BSC, so an evaluation of five aspects of waste management is required.
Methods: Research using qualitative research methods with exploratory research design. This research was conducted at the Ciamis Waste Bank in December 2022-March 2023. The research subjects involved 7 informants obtained by purposive sampling. Data analysis used content analysis with a thematic network approach.
Research Results: : 1) The institutional aspect is still not in accordance with Regulation Minister of Environment No. 13 of 2012 because the target of reducing trash heap has not been achieved, 2) Regulatory aspects in waste management at the BSC are in accordance with national and regional regulations, 3) The financing aspect is in accordance with SNI 3242-2008 but is still be constraint because operational financing is still independent, 4) Operational technical aspects seen from the five elements of management in the money element are not yet appropriate because the financing is not supported by APBD funds and ; 5) The aspect of community participation in Ciamis Regency in waste management is in accordance with SNI 3242-2008 but there are still many people in Ciamis Regency have not sorted the waste.
Conclusion: Waste management carried out at the Ciamis Waste Bank (CWB) is a form of reducing trash heap in Ciamis Regency. Evaluation is carried out based on five aspects of waste management and still requires improvement in achieving the waste reduction target with the help of APBD funds in waste management operations. In addition, socialization and education to the community needs to be improved so that all people in Ciamis Regency carry out waste management.
