Kebijakan pupuk bersubsidi adalah suatu langkah pemerintah menunjang produksi dan produktivitas tanaman padi. Masyarakat Desa Sidamulih sangat bergantung pada hasil produksi padi. Sehingga pupuk bersubsidi sangat dibutuhkan oleh petani. Namun, faktanya masih terdapat kendala mengenai kebijakan pupuk bersubsidi. Penelitian ini bertujuan untuk mengetahui efektivitas kebijakan pupuk bersubsidi di Desa Sidamulih, Kecamatan Rawalo, Kabupaten Banyumas. Metode yang digunakanyaitu survei dengan pendekatan kualitatif. Obyek penelitian ini yaitu yaitu petani padi yang tergabung dalam kelompok tani, dengan kriteria sudah menerima pupuk bersubsidi minimal lima kali musim tanam yaitu dari tahun 2020 - 2022. Sebanyak 69 sampel didapatkan menggunakan simple random sampling dengan cara undian menggunakan rumus Slovin. Variabel penelitian yaitu tepat harga, waktu, tempat, jumlah.  Analisis menggunakan skala Guttman. Hasil penelitian menunjukan efektivitas kebijakan pupuk bersubsidi pada petani padi di Desa Sidamulih, Kecamatan Rawalo, Kabupaten Banyumas pada indikator ketepatan harga cukup efektif, indikator ketepatan tempat cukup efektif, indikator ketapatan waktu tidak efektif, indikator ketepatan jumlah tidak efektif dan secara keseluruhan cukup efektif.

The subsidized fertilizer policy is one of the government's steps to support the production and productivity of rice plants. The people of Sidamulih Village are very dependent on rice production. This causes subsidized fertilizer is needed by farmers. However, the fact is that there are still many obstacles regarding subsidized fertilizer policies. This study aims to determine the effectiveness of subsidized fertilizer policies in Sidamulih Village, Rawalo District, Banyumas Regency. The method used in this study is a survey with a qualitative approach. The object of this research is rice farmers who are members of farmer groups, with the criteria of having received subsidized fertilizer at least five planting seasons, namely from 2020 - 2022. A total of 69 samples were obtained using simple random sampling by lottery using the Slovin formula. The research variables are the right price, time, place, amount. Analysis using the Guttman scale. The results of the study show the effectiveness of subsidized fertilizer policies for rice farmers in Sidamulih Village, Rawalo District, Banyumas Regency on the price accuracy indicator is quite effective, the location accuracy indicator is quite effective, the time accuracy indicator is not effective, the quantity accuracy indicator is not effective and overall is quite effective.
