Penataan relokasi pedagang kaki lima selama masa-masa pandemi dan era new normal mengalami perubahan yang signifikan mulai dari masalah pendapatan pedagang kaki lima yang menurun tiap harinya otomatis menurunkan juga pendapatan retribusi daerah. Penataan PKL masih sekedar wacana, beberapa instansi menyatakan berencana menetapkan para pelaku ekonomi dengan menyediakan lokasi/tempat khusus di sekitar pasar pagi tegal yaitu program foodcourt. Tujuan penelitian ini adalah untuk mendeskripsikan pelaksanaan relokasi pedagang kaki lima di alun-alun Kota Tegal dan mengetahui seberapa jauh efektifitas strategi relokasi dalam recovery economy. Metode penelitian yang digunakan adalah metode kualitatif, menggunakan metode deskriptif. Pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil penelitian menunjukan bahwa para Pedagang kaki lima (PKL) yang ada di sekitar di sekitar Rumah Makan Dewi sebanyak 188 orang, kurang lebih 50 orang dari Jl Kartini dan sebagian dari Paleska Jaya Tegal yang akan ditarik ke Foodcourt ini. Namun demikian, program tersebut pada kenyataan belum dilaksanakan secara maksimal karena hanya 5 dari 50 tempat foodcourt beroperasi secara maksimal. Di satu sisi, ada beberapa tempat/lapak yang masih kosong. Di sisi lain, tingginya harga sewa yang mahal sehingga sebagian pedagang kaki lima enggan untuk menempati tempat yang disediakan secara khusus oleh pemerintah Kota Tegal. Dengan kegagalan program tersebut, maka secara tidak langsung akan semakin mengurangi pendapatan retribusi daerah yang berdampak pada penurunan pendapatan asli daerah (PAD) Kota Tegal. Dalam hal ini, PAD tahun 2021 mengalami penurunan sebesar 56,8%. Penurunan tersebut disebabkan oleh retribusi daerah yang menurun drastis. Dengan demikian, dapat disimpulkan bahwa upaya recovery economy di Kota Tegal kurang efektif disebabkan masih banyaknya lapak-lapak yang kosong ditempat foodcourt.

The arrangement of the relocation of street vendors during the pandemic and the new normal era experienced significant changes starting from income problems than street vendors who decreased every day, automatically reducing regional retribution income. The arrangement of street vendors is still just a discourse, although several agencies have stated that they plan to determine economic actors by providing special locations/places around the Tegal morning market, namely the food court program. The purpose of this study was to describe the implementation of the relocation of street vendors in the Tegal city square and to find out how far the effectiveness of the relocation strategy in the recovery economy. The research method used is a qualitative method, using descriptive methods with data collection and data in the form of interviews, observations and documentation. The results showed that there were 188 street vendors (PKL) around Dewi's Restaurant (RM), approximately 50 people from Jl Kartini and some from Paleska Jaya Tegal (Paguyuban Lesehan Street Street Ahmad Yani). will be pulled into this Foodcourt. However, the program has not been implemented optimally because only 5 out of 50 foodcourts are operating optimally. On the other hand, there are several places/ stalls that are still empty. On the other hand, high rents are expensive, so that some street vendors are reluctant to occupy the places specially provided by the Tegal City government. With the failure of the program, it will indirectly reduce the regional retribution income which has an impact on the decrease in the original regional income (PAD) of Tegal City. In this case, PAD in 2021 has decreased by 56.8%. The decrease was due to the drastic reduction in regional levies. Thus, it can be concluded that the economic recovery efforts in Tegal City are less effective because there are still many empty stalls in the food court.
