Penelitian ini bertujuan untuk mengetahui proses penyidikan tindak pidana kepabeanan oleh Penyidik Pegawai Negeri Sipil Kantor Pelayanan Utama Tipe A Direktorat Jenderal Bea dan Cukai Tanjung Priok dan hambatan dalam proses penyidikan tindak pidana kepabeanan oleh Penyidik Pegawai Negeri Sipil Kantor Pelayanan Utama Tipe A Direktorat Jenderal Bea dan Cukai Tanjung Priok. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan yuridis empiris dan spesifikasi penelitian deskriptif. Penelitian ini berlokasi di Kantor Pelayanan Utama Tipe A Direktorat Jenderal Bea dan Cukai Tanjung Priok, dengan informan sebanyak 1 (satu) orang. Metode pengumpulan data yang digunakan adalah wawancara terstruktur, observasi non-partisipan, dan studi pustaka. Jenis sumber data meliputi data primer dan data sekunder. Data yang terkumpul diolah menggunakan teknik reduksi data, display data, dan menarik kesimpulan. Data disajikan dalam bentuk teks naratif serta dianalisis dengan metode analisis kualitatif. Hasil penelitian menunjukkan proses penyidikan dimulai dari laporan masyarakat, melakukan tindakan pertama di tempat kejadian, penetapan tersangka, penangkapan tersangka, penahanan, pemberkasan, dan penyerahan berkas kepada JPU. Hambatan dalam proses penyidikan tindak pidana kepabeanan oleh Penyidik Pegawai Negeri Sipil Kantor Pelayanan Utama Tipe A Direktorat Jenderal Bea dan Cukai Tanjung Priok dipengaruhi oleh faktor hukum, faktor penegak hukum, faktor fasilitas atau sarana prasarana, dan faktor masyrakat.

This research aims to determine the process of investigating customs crimes by Civil Servant Investigators of the Type A Main Service Office of the Directorate General of Customs and Excise Tanjung Priok and obstacles in the process of investigating customs crimes by Civil Servant Investigators of the Type A Main Service Office of the Directorate General of Customs and Excise Tanjung Priok. This research uses qualitative research methods with an empirical juridical approach and descriptive research specifications. This research is located at the Type A Main Service Office of the Directorate General of Customs and Excise Tanjung Priok, with 1 (one) informant. The data collection methods used are structured interviews, non-participant observation, and literature study. Types of data sources include primary data and secondary data. The collected data is processed using data reduction techniques, data display, and drawing conclusions. The data is presented in the form of narrative text and analyzed using qualitative analysis methods. The results showed that the investigation process began with a public report, taking the first action at the scene, determining the suspect, arresting the suspect, detention, filing, and submitting the file to the public prosecutor. Obstacles in the process of investigating customs crimes by Civil Servant Investigators of the Type A Main Service Office of the Directorate General of Customs and Excise Tanjung Priok are influenced by legal factors, law enforcement factors, facilities or infrastructure factors, and community factors.
