Penelitian ini bertujuan untuk mengetahui relasi aktor dalam Implementasi 
Peraturan Daerah No 07 Tahun 2014 tentang Tata nilai kehidupan masyarakat religius 
di Kota Tasikmalaya. Menjelaskan siapa saja aktor yang terlibat dalam relasi. Melalui 
paradigma konstruktivisme dan perspektif institusionalisme, penelitian ini 
menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Dengan 
pendekatan penelitian studi lapangan. Lokasi penelitian ini berada di wilayah Kota 
Tasikmalaya.
Hasil Penelitian ini mengungkapkan bahwa dalam pembentukan suatu 
kebijakan tidak terlepas dari aktor yang terlibat, baik dalam perencanaan maupun 
pelaksanaan. Aktor ini dibawa oleh pihak-pihak tertentu baik aktor pemerintah 
maupun non pemerintah memiliki kekuasaan. Relasi aktor dalam Implementasi 
kebijakan tentang tata nilai di Kota Tasikmalaya telah dilaksanakan dengan cara 
sosialisasi dan pembuatan program untuk memperkenalkan nilai perda melalui 
program-program yang dibuat oleh pemerintah bagi masyarakat Kota Tasikmalaya. 
Aktor-aktor yang terlibat dalam Implementasi ini Dalam relasi aktor ini menunjukan 
bahwa aktor yang paling dominan adalah Kiai, di lanjut dengan aktor pemerintah 
yaitu pemerintah daerah dan DPRD selaku pembuat regulasi dan para pendukung 
PPP, Ormas islam, LSM islam dan pengawas kementerian agama kota Tasikmalaya. 
Faktor yang pendukung dan penghambat Relasi Aktor dalam Implementasi 
peraturan daerah No 07 tahun 2014; Adanya upaya pemerintah dan aktor yang yang 
terlibat dalam sosialisasi terkait Perda juga terjalinnya komunikasi yang baik dan 
kerjasama Pemerintah Kota Tasikmalaya dengan aktor terlibat lainya di Kota 
Tasikmalaya. Ada juga Faktor Penghambat; kurangnya antusias masyarakat terhadap 
sosialisasi Perda No 07 Tahun 2014 sehingga masyarakat tidak mengetahui 
keberadaan perda, tidak adanya dampak yang dirasakan masyarakat. 
Berdasarkan Kesimpulan hasil peneliti, Relasi Aktor dalam implementasi 
peraturan daerah No 07 Tahun 2014 tentang tata nilai kehidupan masyarakat religius 
di Kota Tasikmalaya yang melibatkan pemerintah daerah, lembaga kemasyarakat dan 
elemen masyarakat. Didapatkan hubungan relasi aktor ini memiliki sifat Kerjasama, 
dimana hubungan yang terbentuk mengarah pada tujuan yang simbiosis mutualisme. 
Hal ini dilatar belakangi oleh kepentingan masing-masing. Dan pihak yang dirugikan 
disini adalah masyarakat Kota Tasikmalaya karena hanya dijadikan sebuah objek.

This study aims to determine the relationship of actors in the implementation of 
regional Regulation No. 07 of 2014 on the values of religious community life in 
Tasikmalaya. Describe the actors involved in the relationship. Through 
constructivism paradigm and institutionalism perspective, this research uses 
qualitative research method with Case Study approach. With a field study research 
approach. The location of this study was in the city of Tasikmalaya.
The results of this study revealed that the formation of a policy can not be 
separated from the actors involved, both in planning and implementation. This actor 
is brought by certain parties, both government and non-government actors have 
power. The relationship of actors in the implementation of policies on governance in 
Tasikmalaya has been implemented by way of socialization and making programs to 
introduce the value of local regulations through programs made by the government 
for the people of Tasikmalaya. The actors involved in this implementation in this 
actor relationship shows that the most dominant actor is Kiai, followed by 
government actors, namely local governments and DPRD as regulators and 
supporters of PPP, Islamic organizations, Islamic NGOs and supervisors of the 
Ministry of Religious Affairs Tasikmalaya. 
Factors that support and hinder the relationship of actors in the 
implementation of regional Regulation No. 07 of 2014; the efforts of the government 
and actors involved in socializing related local regulations also established good 
communication and cooperation with the Government of Tasikmalaya with other 
involved actors in the city of Tasikmalaya. There are also inhibiting factors: lack of 
public enthusiasm for the socialization of Regulation No. 07 of 2014 so that the 
public does not know the existence of regulations, the absence of the impact felt by 
the community. 
Based on the conclusions of the researchers, the relationship of actors in the 
implementation of regional Regulation No. 07 of 2014 on the values of religious 
community life in Tasikmalaya involving local governments, community institutions 
and community elements. It was found that the relationship between these actors has 
the nature of cooperation, where the relationship formed leads to the goal of 
symbiotic mutualism. This is motivated by the interests of each. And the injured party 
here is the people of Tasikmalaya city because it is only made an object.
