Tingginya angka pengangguran salah satunya menjadi penyebab kemiskinan yang kerap menjadi masalah setiap tahunnya. Sebagaimana yang terjadi di Desa Baseh dengan jumlah penduduk per tahun 2022 yaitu 4.456 jiwa. Dimana permasalahan hingga saat ini yang menjadi upaya bersama yaitu mengenai kesejahteraan masyarakat. Data per tahun 2022 menunjukkan bahwa sebanyak 1.070 jiwa dimana 546 penduduk laki-laki diantaranya tidak bekerja dan penduduk perempuan sebanyak 1.179 jiwa hanya mengurus rumah tangga. Hal tersebut menjadi salah satu dari banyak faktor yang menjadi penyebab kesejahteraan masyarakat belum tercapai. Terlebih dengan adanya pandemi COVID-19 yang tentunya berdampak pada ekonomi masyarakat. Serta diperkuat dengan data tahun 2021, Baseh menjadi salah satu dari 5 desa dengan tingkat kemiskinan ekstrem di Kecamatan Kedungbanteng. Penelitian ini menggunakan teori New Public Management  yang dikaitkan dengan implementasi birokrasi yang ada di pemerintahan desa. Tujuan dari penelitian ini untuk mengetahui pengaruh penyaluran BLT, persepsi status wilayah, dan standar hidup terhadap kesejahteraan masyarakat. Populasinya adalah masyarakat Desa Baseh dengan jumlah responden yang diambil sebanyak 104. Teknik yang digunakan yaitu simple random sampling. Dan berdasarkan hasil penelitian menunjukkan bahwa: (1) Penyaluran BLT berpengaruh positif terhadap kesejahteraan masyarakat, (2) Persepsi status wilayah tidak berpengaruh terhadap kesejahteraan masyarakat, dan (3) Standar hidup berpengaruh positif terhadap kesejahteraan masyarakat. Implikasi dari hasil penelitian bahwa dalam penyaluran BLT pihak desa harus dapat lebih selektif. Kemudian dalam laporan realisasi anggaran dana desa, Baseh sudah sesuai dengan SAP Desa dan untuk pengalokasian setiap program terutama untuk BLT DD minimal 40% dari dana desa harus lebih sesuai dengan UU Nomor 7 Tahun 2021.

The high unemployment rate is one of the causes of poverty which is often a problem every year. As happened in Baseh Village with a population of 4,456 people per 2022.  Where the problem until now has become a joint effort, namely regarding the welfare of the community. Data as of 2022 shows that as many as 1,070 people of which 546 male residents are not working and 1,179 female residents only take care of households.  This is one of the many factors that cause people's welfare has not been achieved. Especially with the COVID-19 pandemic which certainly has an impact on the community's economy. And strengthened by data in 2021, Baseh is one of the 5 villages with extreme poverty rates in Kedungbanteng District. This research uses the  theory of New Public Management which is associated with the implementation of bureaucracy in village government. The purpose of this study is to determine the effect of BLT distribution, perception of regional status, and standard of living on community welfare. The population is the people of Baseh Village with 104respondents taken  .  The technique used is simple random sampling.  And based on the results of the study showed that: (1) The distribution of BLT has a positive effect on the welfare of the community, (2) The perception of regional status has no effect on the welfare of the community, and (3) The standard of living has a positive effect on the welfare of the community. The implication of the research results is that in distributing BLT, the village must be more selective.  Then in the village fund budget realization report, Baseh is in  accordance with the Village SAP and for the allocation of each program, especially for BLT DD, at least 40% of the village fund must be more in accordance with Law Number 7 of 2021.
