COLLABORATIVE GOVERNANCE PENANGANAN PERMASALAHAN PEMULANGAN TENAGA KERJA INDONESIA (TKI) ASAL BANYUMAS

Penelitian ini fokus pada kajian collaborative governance dengan dua tujuan penelitian yakni mengetahui penerapan collaborative governance yang dilakukan stakeholder dalam upaya penyelesaian masalah TKI asal Banyumas dan mengetahui faktor-faktor menghambat pelaksanaan collaborative governance. Metode penelitian yaitu kualitatif dengan pendekatan deskriptif. Sasaran penelitian ini yakni perwakilan Dinas Tenaga Kerja, PPTKIS, LSM Seruni, dan keluarga TKI. Analisis data menggunakan analisis interaktif dan validitas data triangulasi data sumber. Hasil penelitian menunjukkan terdapat 11 tahapan penyelesaian pemulangan TKI diawali dari inisiasi TKI sampai dengan penjemputan sampai di daerah asal. Kedua, Dinas Tenaga kerja, PPTKIS, LSM, dan keluarga TKI telah berupaya maksimal dalam tiap aspek proses kolaborasi baik itu face to face dialogue, trust building, commitment to processes, share understanding, dan intermediate outcome. Ketiga, tiap stakeholder memiliki hambatan dalam collaborative governance, seperti adanya proses birokrasi yang panjang, keterbatasan dalam sumber daya manusia, masalah legal standing yang lemah, dan sulitnya melakukan pengaduan secara intensif karena masih terikat dengan kontrak kerja dengan majikan.

This research focuses on the study of collaborative governance with two research objectives namely knowing the implementation of collaborative governance by stakeholders in the effort to solve the problems of migrant workers from Banyumas and knowing the factors hampering the implementation of collaborative governance. The research method is qualitative with a descriptive approach. The targets of this study are representatives of the Department of Labor, PPTKIS, NGO Seruni, and the families of migrant workers. Data analysis uses interactive analysis and data triangulation validity of source data. The results showed that there were 11 stages of completion of returning migrant workers starting from the initiation of migrant workers to pick-up to the area of origin. Second, the Department of Manpower, PPTKIS, NGOs, and migrant workers' families have tried their best in every aspect of the collaboration process, be it face to face dialogue, trust building, commitment to processes, share understanding, and intermediate outcomes. Third, each stakeholder has obstacles in collaborative governance, such bureaucratic process, limitations in human resources, weak legal standing issues, and the difficulty of making complaints intensively because they are still bound by work contracts with employers.
