Program Indonesia Pintar (PIP) merupakan salah satu bagian dari kebijakan pendidikan yang ditujukan untuk mengurangi angka putus sekolah akibat terkendala biaya. Penelitian ini bertujuan untuk mengetahui perbedaan efektivitas PIP-SD pada dua kelompok sasaran di Kecamatan Garung, serta hubungannya dengan karakteristik lingkungan sosial. Karakteristik lingkungan sosial dianalisis berdasarkan dimensi budaya, teknologi, pendidikan, hubungan sosial, dan ekonomi. Sedangkan efektivitas PIP diukur berdasarkan indikator tepat kebijakan, tepat pelaksanaan, tepat target, tepat lingkungan, dan tepat proses. Setelah dilakukan uji perbedaan efektivitas PIP menggunakan uji U Mann Whitney, dihasilkan bahwa terdapat perbedaan rata-rata efektivitas PIP-SD pada dua kelompok sasaran di Kecamatan Garung dengan nilai Asymp.Sig.(2-tailed)<0,1 (taraf signifikansi yang ditentukan). Sedangkan uji hubungan karakteristik lingkungan sosial dengan efektivitas PIP dilakukan dengan uji korelasi Rank Spearman yang menghasilkan nilai Sig.(2-tailed)<0,1 atau terdapat hubungan antara karakteristik lingkungan sosial dengan efektivitas kebijakan PIP-SD di Kecamatan Garung.

Indonesia Pintar Program (PIP) is a part of an education policy aimed at reducing dropout rates due to financial constraints. This study aims to determine the differences in the effectiveness of PIP-SD in the two target groups in Garung District, and its relationship with the characteristics of the social environment. Characteristics of the social environment are analyzed based on the dimensions of culture, technology, education, social relations, and economy. While the effectiveness of PIP is measured based on the indicators of the right policy, the right implementation, the right target, the right environment, and the right process. After testing the differences in the effectiveness of PIP using the Mann Whitney U test, it was found that there were differences in the average effectiveness of PIP-SD in the two target groups in Garung District with a value of Asymp.Sig.(2-tailed)<0.1 (significance level determined). While testing the relationship between the characteristics of the social environment and the effectiveness of PIP was carried out using the Rank Spearman correlation test which resulted in a value of Sig.(2-tailed) <0.1 which means that there is a relationship between the characteristics of the social environment and the effectiveness of the PIP-SD policy in Garung District
