PROSES INOVASI PROGRAM OBROLAN JUMAT BARENG PENYULUH KELUARGA BERENCANA DAN KADER (OBAT BAPER) SEBAGAI LAYANAN KOMUNIKASI DAN INFORMASI TENAGA LINI LAPANGAN BADAN KEPENDUDUKAN DAN KELUARGA BERENCANA NASIONAL (BKKBN)

Penelitian ini dilatarbelakangi oleh keberhasilan inovasi program Obat Baper (Obrolan Jumat Bareng Penyuluh KB dan Kader) dalam memfasilitasi layanan komunikasi dan informasi BKKBN kepada tenaga lini lapangan yang terhambat akibat pandemi Covid-19. Obat Baper merupakan forum komunikasi secara virtual yang diselenggarakan di setiap minggu dengan format tanya jawab dan diskusi dengan berbagai tema yang perlu diketahui atau dibahas bersama antara pengelola pusat dengan tenaga lini lapangan. Keberhasilan inovasi program Obat Baper yang tercermin pada konsistensi dan keberlajutan inovasi patut diduga tidak terlepas dari proses inovasinya. Metode yang digunakan dalam penelitian ini yaitu kualitatif. Oleh karena itu, studi tentang proses inovasinya perlu dilakukan. Pemilihan informan menggunakan teknik purposive sampling. Pengumpulan data menggunakan in-depth interview, observasi partisipatif, dan dokumentasi. Metode analisis data yang digunakan adalah metode analisis interaktif. Hasil penelitian menunjukkan bahwa inovasi program Obat Baper mengalami lima tahap dalam prosesnya yaitu: Agenda Setting, Matching, Redefining/Restructuring, Clarifying, and Routinzing. Berdasarkan kelima tahap proses inovasi yang telah dilalui, inovasi program Obat Baper dapat menghasilkan manfaat-manfaat untuk organisasi BKKBN sebagai pengelola program maupun tenaga lini lapangan sebagai sasaran program. Inovasi program Obat Baper menjadi sarana pelayanan komunikasi dan informasi yang efektif dan efisien.

This research was motivated by the success of the Obat Baper innovation in the form of a positive response from participants and the continuity of the innovation, even though this program is a non-budgeting program. Obat Baper is a virtual communication forum that is held every week with a discussions format with various themes that need to be known or discussed together between the central manager and field line staff.The method used in this research is qualitative. Selection of informants using purposive sampling technique. Collecting data using in-depth interviews, participatory observation, and documentation. The data analysis method used is interactive analysis method. The success of the Obat Baper innovation is very much related to its innovation process. BKKBN's steps in seeking solutions to the problems experienced by field line personnel are the result of innovation processes in it. Thus, the innovation process of Obat Baper program is necessary to be studied. The results showed that the Obat Baper innovation has gone through the five stages of the innovation process, namely: Agenda Setting, Matching, Redefining/Restructuring, Clarifying, and Routinzing. Based on the five stages of the innovation process that have been passed, the Obat Baper program innovation can generate benefits for the BKKBN organization as program manager and field line personnel as program targets. The Obat Baper program innovation becomes an effective and efficient forum of communication and information services.
