Retribusi daerah mempuyai peranan yang sangat besar terhadap pelaksanaan otonomi daerah dan realisasi Pendapatan Asli Daerah (PAD). Hasil dari pungutan retribusi tersebut akan digunakan untuk kelangsungan kehidupan pemerintah daerah yang bersangkutan, terutama untuk mendanai kegiatan-kegiatan yang berorientasi pada kesejahteraan rakyat. Salah satu jenis retribusi yang diselenggarakan di Kabupaten Cilacap adalah retribusi pelayanan pasar, yang dilaksanakan berdasarkan Peraturan Daerah Kabupaten Cilacap Nomor 5 Tahun 2011. Namun, penerimaan pendapatan retribusi pelayanan pasar pada beberapa tahun ini dianggap belum optimal. Dalam hal menyikapi pengelolaan retribusi pelayanan pasar perlu adanya perhatian dari semua pihak baik unsur pemerintah maupun wajib retribusi sehingga dapat memberikan kontribusi terhadap peningkatan pendapatan asli daerah.
Rumusan masalah dalam penelitian ini adalah bagaimana implementasi perda nomor 5 tahun 2011 tentang retribusi pelayanan pasar di Kabupaten Cilacap? dan bagaimana implementasi perda nomor 5 tahun 2011 tentang retribusi pelayanan pasar di Kabupaten Cilacap dari sudut pandang ekonomi politik?. Tujuan penelitian ini untuk mengetahui implementasi perda nomor 5 tahun 2011 tentang retribusi pelayanan pasar di Kabupaten Cilacap dan mengetahui impelementasi perda tersebut dari sudut pandang ekonomi politik. Penelitian ini menggunakan jenis penelitian lapangan, penelitian ini bersifat deskriptif analisis. Penelitian ini menggunakan metode penelitian kualitatif. Pengumpulan data yang digunakan adalah dengan metode wawancara, observasi, dan dokumentasi. Setelah data terkumpul penulis mengolah data dengan reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil penelitian mengenai implementasi perda retribusi pelayanan pasar yang telah dianalisis menggunakan teori Edward III, menunjukkan bahwa pengelolaan retribusi pelayanan pasar di Kabupaten Cilacap masih belum maksimal yaitu dengan tidak tercapainya hasil penerimaan retribusi pelayanan pasar karena masih ada pedagang yang tidak membayar retribusi dan pedagang tidak sepenuhnya paham mengenai isi dari perda retribusi pelayanan pasar. Kemudian, implementasi perda retribusi pelayanan pasar dari sudut pandang ekonomi politik ini mencakup pembahasan mengenai pembentukan hingga implementasi perda retribusi pelayananan pasar berdasarkan teori ekonomi publik, dalam hal ini berkaitan dengan pemerintah, DPRD, dan masyarakat di Kabupaten Cilacap. Diperoleh temuan bahwa relasi kekuasaan dan problematika sosial telah mereproduksi atribut preman dalam lingkungan pasar. Legitimasi dan lisensi atas praktik preman ditentukan oleh interaksinya dengan aparat yang memiliki modal kekuasaan. Modal kekuasaan dapat berupa kewenangan aparat secara legal formal atas lahan tertentu atau berwujud kekuasaan simbolik. Lalu, terdapat wacana perubahan mengenai perda retribusi pelayanan pasar.

Regional levies have a very large role inimplementation of regional autonomy and realization of Regional Original Income (PAD). Resultsfrom the levy levy will be used for survivallocal government concerned, especially to fund activities activities that are oriented towards the welfare of the people. One type of retribution held in Cilacap Regency are market service retribution, implemented based on the Cilacap Regency Regional Regulation Number 5 In 2011. However, the revenue from market service retribution in several years is considered not optimal. In terms of addressing management market service levies need attention from all parties, both elements of government or mandatory levies so that they can contribute to increase local revenue.
The formulation of the problem in this study is how to implement local regulation number 5 of 2011 concerning market service levies in the district Cilacap? and how is the implementation of regional regulation number 5 of 2011 regarding user fees market services in Cilacap Regency from a political economy point of view?. The purpose of this study is to determine the implementation of regional regulation number 5 of 2011 about market service retribution in Cilacap Regency and find out implementation of the regulation from the point of view of political economy. This research using the type of field research, this research is descriptive analysis. This study used qualitative research methods. Data collection that The method used is interview, observation, and documentation. After the data is collected, the writer processes the data with data reduction, presentation data, and drawing conclusions.
The results of the research on the implementation of the regional service retribution on the market which has been analyzed using Edward III's theory, shows that the management of market service retribution in Cilacap Regency is still not maximum, namely by not achieving the results of service retribution receipts the market because there are still traders who do not pay levies and traders do not fully understand the contents of the market service retribution regulation. Then, the implementation of the market service retribution regulation from the point of view of This political economy includes a discussion of the formation of implementation of the local market service retribution based on public economic theory, In this case, it relates to the government, DPRD, and the community in the Regency Cilacap. It was found that power relations and social problems have reproduce the attributes of thugs in a market environment. Legitimacy and license over the practice of thugs is determined by their interaction with officials who have capital power. The capital of power can be in the form of the authority of the apparatus legally formally on certain land or in the form of symbolic power. Then, there is the discourse amendments to the regulation on market service retribution.
