THE EFFECT OF CENTRAL GOVERNMENT TRANSFER FUND STIMULUS ON CAPITAL EXPENDITURE BUDGET IN REGIOLAN BUDGET (APBD) WITH FLYPAPER EFFECT THEORY APPROACH

Target yang ingin di capai dalam penelitian ini untuk memahami Dana Transfer Pemerintah Pusat yang meliputi Dana Alokasi Umum (DAU), Dana Bagi Hasil (DBH), dan Dana Alokasi Khusus (DAK) dengan alokasi Belanja Modal pada pemerintah Kabupaten/Kota pada setiap Provinsi yang berada di Indonesia. Total sampel sebanyak 514 daerah tingkat II yang terdiri dari 416 Kabupaten dan 98 Kota di indonesia dengan Tahun Anggaran 2004 – 2020. Hasil penelitian menunjukan secara parsial terdapat dampak yang positif dan signifikan antara DAU, DBH, dan DAK, terhadap alokasi Belanja Modal. Hal tersebut sangat mendukung teori yang menjadi dasar penelitian ini yaitu teori Flypaper Effect yang menjelaskan bahwa stimulan dari Pemerintah Pusat dapat mempengaruhi pengeluaran belanja Pemerintah Daerah.

The target that want to be obtained from this research is to understanding Central Government Transfer Funds that consist of General Allocation Funds (GAF), Revenue Sharing Funds (RSF), Special Allocation Funds (SAF) with the allocation of Capital Expenditure at Regencies / Cities Government on every Province in Indonesia. With total sample of of 514 level II region consist of 416 Regencies and 98 Cities in Indonesia with fiscal year of 2004 until 2020. The result of this research show that partialy there are a positive and significant between GAF, RSF, and SAF on allocation of Capital Expenditure. This result really support the grand theory that become the base of this reserach, the Flypaper Effect Theory that explain that Central Government Stimulus have an impact the expenditure of Local Government.
