Penelitian ini mengkaji tentang politik ruang yang berfokus pada relasi 
kuasa dalam festival kopi di Kabupaten Purbalingga tahun 2019. Tujuan dari kajian 
ini adalah untuk mengidentifikasi dan menjelaskan relasi kuasa yang terjadi dalam 
festival kopi di Kabupaten Purbalingga tahun 2019; aktor-aktor yang terlibat dan 
faktor kontekstual yang mendorong dan menghambatnya. Berdasarkan paradigma 
konstruktivisme dan perspektif strukturalis, penelitian ini menggunakan metode 
penelitian kualitatif dengan pendekatan etnografi. Lokasi penelitian ini ada di 
wilayah Kabupaten Purbalingga.
Hasil penelitian ini mengungkapkan bahwa relasi kuasa dalam festival 
kopi Purbalingga tahun 2019 merupakan bentuk interaksi sosial yang asosiatif. Hal 
tersebut dapat terlihat dari negosiasi yang terjadi antara Pemda Kabupaten 
Purbalingga dengan panitia festival kopi Purbalingga tahun 2019. Dimana proses 
pembuatan konsep, penentuan panitia, proposal, anggaran, penentuan tempat dan 
tata letak peserta dipegang penuh oleh panitia festival kopi Purbalingga, sedangkan 
Pemda Kabupaten Purbalingga memiliki kendali dalam mengatur tempat, penyedia 
anggaran utama, perizinan acara dan penentuan tanggal. Hingga terjadi negosiasi 
diantara kedua belah pihak dalam penyelenggaran festival kopi Purbalingga tahun 
2019. Kegiatan politik ruang yang terjadi dalam penyelenggaran festival kopi di 
Kabupaten Purbalingga tahun 2019 dilakukan melalui koordinasi antara pemerintah 
dan panitia penyelenggara yang berasal dari komunitas ruang kopi. Aktor-aktor 
yang terlibat di dalamnya adalah Dinas Kebudayaan Pariwisata Pemuda dan 
Olahraga, Dinas Koperasi dan UKM, Dinas Pertanian, Bagian Perekonomian 
Sekretariat Daerah Kabupaten Purbalingga, Komunitas Ruang Kopi dan Komunitas 
Petani Kopi Purbalingga. Kemudian, faktor pendukung dalam relasi kuasa pada 
penyelenggaraan festival kopi Purbalingga tahun 2019 adalah kepentingan yang 
sama antara pemerintah kabupaten dan peserta festival kopi Purbalingga tahun 2019 
untuk mengembalikan kejayaan kopi Purbalingga. Di sisi lain, terdapat faktor 
penghambat relasi kuasa yang terjadi, yakni ketidaksepemahaman antara panitia 
penyelenggara dengan pemerintah daerah mengenai pergantian tanggal festival 
kopi Purbalingga tahun 2019. Ketidaksepemahaman tersebut dikarenakan belum 
adanya komunikasi yang intensif antar kedua pihak sehingga pergantian tanggal 
yang dilakukan oleh pemerintah kabupaten awalnya tidak diterima oleh panitia 
penyelenggara.

This research examines political space which focuses on power relation 
within the Coffee Festival at Purbalingga regency in 2019. The purpose of this study 
is to identify and explain the power relation which happens within the Coffee 
Festival in Purbalingga regency in 2019, such as; the actors that have contributed, 
and the contextual encourage and obstacle factor. This research-based is on the 
structuralism perspective and constructivism paradigm, and it also used the 
qualitative method and ethnographic approach. The location of this research is in 
Purbalingga Regency.
The results of this study revealed that power relations in purbalingga 
coffee festival in 2019 is a form of associative social interaction. This can be seen 
from the negotiations that took place between the Purbalingga Regency 
Government and the purbalingga coffee festival committee in 2019. Where the 
process of making concepts, determining committees, proposals, budgets, 
determining the place and layout of participants is fully held by the organizers of 
the Purbalingga coffee festival, while the Purbalingga Regency Government has 
control in regulating venues, main budget providers, event licensing and date 
determination. Until there are negotiations between the two sides in organizing the 
Purbalingga coffee festival in 2019. Political space event which happens within the 
Coffee Festival in Purbalingga Regency 2019 is done through the coordination 
between the government and the organizer that comes from the Coffee Room 
Community. In this case, the actors that have contributed are Department of 
Culture, Tourism, Youth and Sports, the Department of Cooperatives and SMEs, 
The Department of Agriculture, the Economic Section of the Regional Secretariat 
of Purbalingga Regency, Coffee Room Community and Purbalingga Coffee 
Farming Community. From that case, the encouraging factor within the power 
relation of this case is, the same interest between the government regency and the 
participants of purbalingga coffee festival in 2019 to resurrect the glory of the 
Coffee of Purbalingga. On the other hand, the disagreement between the organizing 
committee and the government regency about the replacement of the date execution 
of the Coffee Festival in Purbalingga 2019 is the obstacle factor of power relation. 
The disagreement about the replacement of the date happens because there is none 
of the intensive communication between both of those parties, so that the reschedule 
of the event from the government is not approved by the organizer.
