Abstrak (Bhs. Indonesia)

Pandemi COVID-19 yang melanda seluruh dunia dan tak terkecuali Indonesia mengakibatkan adanya perubahan dalam segala aspek kehidupan. Salah satu yang mengalami dampaknya adalah pegawai Aparatur Sipil Negara (ASN) dalam hal sistem kerja dan pengawasannya sehari-hari. Dengan adanya Pandemi COVID-19 maka muncul aturan baru mengenai sistem kerja dan pengawasan dalam tatanan normal baru pandemi COVID-19 yang termuat dalam Surat Edaran Nomor 58 Tahun 2020. Dalam penelitian ini membahas mengenai sistem kerja dan pengawasan pegawai Aparatur Sipil Negara (ASN) dalam tatanan normal baru berdasarkan pada Surat Edaran Nomor 58 Tahun 2020.  Tipe penelitian dalam penulisan ini adalah penelitian hukum normatif dengan spesifikasi penelitian deskriptif analitis. Metode pengumpulan dan pengolahan data dalam penelitian ini dengan menggunakan metode studi kepustakaan yang direduksi kemudian disajikan dalam bentuk teks naratif secara sistematis. Berdasarkan hasil penelitian dapat disimpulkan bahwa dalam Tatanan Normal Baru, terdapat penyesuaian sistem kerja terhadap Pegawai Aparatur Sipil Negara yang pada mulanya semua pekerjaan pegawai ASN dilaksanakan di kantor menjadi lebih fleksibel. Pada masa Pandemi COVID-19 khususnya dalam Tatanan Normal Baru, dilakukan sistem kerja yang sedikit berbeda dari sebelumnya. Pengawasan dalam Tatanan Normal Baru dilakukan dengan cara pengawasan tidak langsung secara fisik. Pengawasan yang dilakukan dalam hal ini adalah pengawasan melekat yaitu pengawasan yang dilakukan oleh setiap pimpinan terhadap bawahannya yang diakukan melalui pengawasan tidak langsung yaitu dengan memantau laporan kerja dari setiap pegawai.

COVID-19 pandemic which has been happening across the globe, including Indonesia, has caused serious changes in every aspect of life. One of those affected aspects is the employees of the State Civil Apparatus (ASN), particularly on their work system and daily supervision. Due to the case of the COVID-19 Pandemic, the new order on work system and supervision in the new normal order do occur in the Circular Letter No. 58 of 2020. This research discusses the work system and the supervision of the employees of the State Civil Apparatus (ASN) in the new normal order based on the Circular Letter No. 58 of 2020. This research is categorized as Normative Legal Research with the specification of Descriptive Analytical research. The method used for data collection and analysis in this research is a reduced Literature Study which is then presented systematically in the form of narrative text. In accordance with the research result, it could be concluded that there are some adjustments of the work system towards the State Civil Apparatus (ASN) in the new normal order. Previously, the State Civil Apparatus (ASN) were working from the office, but then now it is developed to be more flexible. In the period of the COVID-19 pandemic, particularly on the new normal order, the work systems are done differently from the previous ones. The supervision on the new normal order is done by indirect physical supervision. The supervision which is implemented in this scoop of the case is the inherent supervision done by every superior towards their subordinates through indirect supervision. By that, it indicates supervising work reports from every employee.
