ABSTRAK
Penelitian ini bertujuan untuk mengetahui relasi aktor yang terjadi dalam implementasi Peraturan Gubernur No 43 Tahun 2012 tentang rencana aksi daerah penurunan emisi gas rumah kaca khususnya sektor pengelolaan limbah sampah yang ada di Kabupaten Banyumas. Penelitian ini menggunakan metode penelitian kualitatif dan pendekatan yang digunakan adalah pendekatan fenomenologi dengan sasaran penelitian diantaranya Dinas Lingkungan Hidup, DPRD, KSM terkait, dan juga masyarakat terdampak yang ada di Kabupaten Banyumas, dalam memilih informan penelitian ini menggunakan teknik purposive sampling dan juga snowball sampling.
Hasil penelitian mengungkapkan bahwa proses implementasi Peraturan Gubernur No 43 Tahun 2012 tentang rencana aksi daerah penurunan emisi gas rumah kaca khususnya sektor pengelolaan limbah sampah di Kabupaten Banyumas baru mulai gencar dilakukan pada tahun 2017 hingga saat ini. Dalam proses implementasi ini terdapat relasi antara aktor birokrasi dan juga non-birokrasi yaitu Komisi 2 DPRD Kabupaten Banyumas, DLH khususnya dalam hal ini bidang kebersihan, KSM pengelola sampah serta pihak masyarakat yang membentuk pola penggunaan kekuasaan yang dimiliki untuk mencapai tujuan yang telah direncanakan dalam Peraturan Gubernur No 43 Tahun 2012. Bentuk relasi aktor yang terjadi antara komisi 2 DPRD Banyumas dengan bidang kebersihan DLH dinilai bersifat asosiatif, komisi 2 DPRD dengan KSM bersifat asosiatif hanya saja tidak banyak interaksi yang terjalin, DLH khususnya dalam hal ini bidang kebersihan dengan KSM bersifat asosiatif dan sangat intensif, sedangkan relasi antara KSM dengan masyarakat seringkali terjadi berbagai penolakan sehingga cenderung bersifat disosiatif. Namun dengan relasi aktor yang cenderung bersifat asosiatif, implementasi Peraturan Gubernur ini berjalan cukup lancar namun belum sepenuhnya memenuhi target yang direncanakan terutama mengenai pengawasan yang belum maksimal.

ABSTRACT
This study aims to determine the relationship between actors in the implementation of Governor Regulation Number 43 of 2012 concerning Regional Action Plans for Reducing Greenhouse Gas Emissions, especially in the field of waste management in Banyumas Regency. This study uses qualitative research methods and the approach used is a phenomenological approach with research targets including the Environment Agency, DPRD, related KSM, and also affected communities in Banyumas Regency. In selecting the informants, this research used purposive sampling and snowball sampling.
The results of the study reveal that the process of implementing Governor Regulation Number 43 of 2012 concerning Regional Action Plans for Reducing Greenhouse Gas Emissions, especially in the field of waste management in Banyumas Regency has only been intensively carried out in 2017 until now. In this implementation process there is a relationship between bureaucratic and non-bureaucratic actors, namely Commission 2 of the Banyumas Regency DPRD, DLH, especially in this case in the field of cleanliness, KSM waste management and the community who form patterns of using their power to achieve the goals that have been planned in Governor Regulation Number 43 Year 2012. The form of actor relationship that occurs between commission 2 of the Banyumas DPRD and the cleanliness sector of DLH is considered associative, commission 2 of DPRD and KSM is associative, it's just that there is not much interaction, DLH especially in this case the field of cleanliness with KSM is associative and very intensive, while the relationship between between KSM and the community often lead to various rejections that tend to be dissociative. However, with actor relations that tend to be associative, the implementation of this Pergub runs quite smoothly but has not fully met the planned targets, especially regarding supervision that has not been maximized.
