Administrasi publik membahas pelayanan publik dalam lokusnya, dalam olahraga profesional. DINPORABUDPAR ( Dinas Pemuda Olahraga Kebudayaan dan Pariwisata ) bertugas menyususn dan menyiapkan rencana strategis pada bidang lingkupnya. Kegiatan olahraga dalam konteksnya Pemenuhan Kesejahteraan atlet di Kabupaten Bayumas. Penelitian ini bertujuan untuk mendeskripsikan apa saja Peran DINPORABUDPAR dalam menjalankan programnya pada bidang olahraga yang berkaitan dengan pemenuhan kesejahteraan atlet di Kabupaten Banyumas. Jenis penelitian yang dilakukan adalah penelitian model kualitatif dengan menggunakan analisis deskriptif pemilihan informan menggunakan teknik purpossive sampling dan untuk memperoleh data penelitian menggunakan wawancara, observasi dan dokumentasi, sedangkan teknik analisnya     menggunakan model analisis interaktif. Hasil penelitian ini menunjukan peran dari DINPORABUDPAR dalam pemenuhan kesejahteraan Atlet masih belum optimal. Aspek koordinator dimana adanya koordinasi yang dilakukan oleh DINPORABUDPAR secara fungsional dan horisontal baik intern maupun ektern yaitu koordinasi yang dilakukan didalam organisasi dengan sub bagian organisasi maupun dengan lembaga lain diluar organisasi. Aspek fasilitator belum optimal, adanya fasilitas yang diberikan baik berupa fasilitas fisik berupa sarana dan prasarana latihan dan uang insentif yang pendanaanya didapat dari APBD akan tetapi sifatnya belum janka panjang sehingga tidak optimal dama pemenuhan kesejahteraan. Aspek stimulator yang belim optimal diketahui dalam penelitian ini adalah adanya pemberian apresiasi untuk atlet yang sudah berprestasi dengan bentuk apresiasi berupa bonus uang tunai sesuai dengan prestasi yang didapat dengan harapan bonus tersebut dapat membantu atlet memenuhi kebutuhanya yang diterima dalam kejuaraan besar 4 ( empat ) tahunan.

DINPORABUDPAR ( Department of Youth Sports, Culture and Tourism ) is in charge of compiling and preparing a strategic plan in its scope of work. Sports activities in the context of fulfilling the welfare of athletes in Bayumas Regency. This study aims to describe the roles of DINPORABUDPAR  in carrying out its programs in the sports sector related to fulfilling the welfare of athletes in Banyumas Regency. This type of research is a qualitative research model using descriptive analysis of the selection of informants using purposive sampling technique and to obtain research data using interviews, observation and documentation, while the analysis technique uses an interactive analysis model. The results of this study indicate the role of DINPORABUDPAR in fulfilling athlete welfare is still not optimal. Coordinator aspect where the coordination is carried out by DINPORABUDPAR  functionally and horizontally both internally and externally, namely coordination within the organization with sub-divisions of the organization and with other institutions outside the organization. The facilitation aspect is not optimal, the facilities provided are in the form of physical facilities in the form of training facilities and infrastructure and incentive money, which funds are obtained from the APBD, but the nature is not long enough so that the fulfillment of welfare is not optimal. The aspect of the stimulator that is not optimal is known in this study is the provision of appreciation for athletes who have accomplished with a form of appreciation in the form of cash bonuses in accordance with the achievements obtained in the hope that these bonuses can help athletes meet their needs received in the big 4 (four) annual championships.
