Pemilihan kepala daerah merupakan salah satu tugas pokok dari KPU dan dalam hal  pemilihan Bupati dan Wakil Bupati di beri tugas dan wewenang kepada Komisi Pemilihan Umum Daerah (KPUD). Keberhasilan penyelenggaraan Pemilu dalam rangka pemilihan pemimpin daerah secara baik tanpa menimbulkan permasalahan, menjadi ukuran kinerja Komisi Pemilihan Umum (KPU). Kinerja sebagai kuantitas dan kualitas pencapaian tugas-tugas, baik yang dilakukan oleh individu, kelompok maupun organisasi. Akan tetapi di dalam pelaksanaannya KPU Kabupaten Banjarnegara juga masih memiliki beberapa masalah yang terjadi di lapangan membuat menghambatnya kinerja dari KPU itu sendiri. Salah satunya yaitu masih rendahnya keterlibatan publik atau rendahnya tingkat voter turn out (partisipasi pemilih yang mencoblos di TPS pada hari pemilihan). Partisipasi pemilih tidak hanya dipengaruhi oleh kinerja KPU itu sendiri tetapi bisa dipengaruhi juga oleh faktor eksternal, yaitu dari partai politik dan media massa, bagaimana keduanya mempengaruhi pemikiran atau asumsi dari masyarakat. Akan tetapi, KPU sebagai pelaksana kegiatan memiliki tanggung jawab utama yang menentukan berapa banyak partisipasi pemilih yang menggunakan hak pilihnya pada hari pemilihan.
Penelitian ini menggunakan metode kualitatif dimana pengumpulan datanya menghasilkan data deskriptif. Pemilihan informan menggunakan teknik purposive sampling pemilihan informan yang benar-benar mengerti tentang informasi objek penelitian dan informan dapat dipercaya sebagai sumber data yang berkompeten dan untuk memperoleh data dengan menggunakan wawancara, observasi, dan dokumentasi.
Hasil penelitian ini menunjukan bahwa kinerja yang dilakukan oleh KPUD Kabupaten Banjarnegara sudah berhasil mencapai target dan tujuan yang telah ditentukan. Keberhasilan KPUD Kabupaten Banjarnegara ini dapat dilihat dari lima aspek yaitu produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas yang sudah berjalan sesuai dengan peraturan yang berlaku.

The selection of regional heads is one of the main tasks of the KPU and in terms of the election of the Regent and Vice Regent in the duties and authorities to the Regional Election Commission (KPUD). The success of the elections in order to elect regional leaders well without causing problems, became a measure of the performance of the Electoral Commission (KPU). Performance as a quantity and quality of achievement of tasks, both performed by individuals, groups and organizations. However, in its implementation KPU Banjarnegara regency also still has some problems that occur in the field makes inhibiting the performance of the KPU itself. One of them is the low public involvement or low level of voter turnout (participation of voters who vote in polling stations on election day). Voter participation is not only influenced by the performance of the KPU itself but can be influenced also by external factors, namely from political parties and the mass media, how they both affect the thinking or assumptions of the public. However, the KPU as the executor of the activities has the primary responsibility of determining how much voter participation uses their voting rights on election day.
This research uses a qualitative method where data collection produces descriptive data. The selection of informants uses purposive sampling techniques of selecting informants who truly understand the information of research objects and informants can be trusted as competent data sources and to obtain data using interviews, observations, and documentation.
The results of this study showed that the performance carried out by kpud Banjarnegara regency has successfully achieved the targets and objectives that have been determined. The success of KPUD Banjarnegara regency can be seen from five aspects, namely productivity, service quality, responsiveness, responsibility, and accountability that have been running in accordance with applicable regulations.
