Pemerintah Kabupaten Banyumas menyusun dan mengimplementasikan Peraturan Daerah Kabupaten Banyumas Nomor 2 Tahun 2015 tentang Perlindungan Tenaga Kerja Indonesia Kabupaten Banyumas. Berdasarkan perda tersebut, perlindungan calon TKI/TKI Kabupaten Banyumas bertujuan meningkatkan kesadaran, kepedulian dan tanggung jawab Pemerintah Kabupaten Banyumas, dunia usaha, dan masyarakat, untuk mewujudkan rasa aman, meningkatkan kesejahteraan, kualitas hidup TKI Kabupaten Banyumas dan keluarganya, serta terjaminnya pemenuhan hak-haknya baik pra penempatan, masa penempatan sampai dengan purna penempatan. Penelitian ini terfokus pada efektivitas implementasi Peraturan Daerah Kabupaten Banyumas Nomor 2 Tahun 2015 tentang Perlindungan Tenaga Kerja Indonesia Kabupaten Banyumas. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Pengumpulan data menggunakan metode wawancara, observasi, dan dokumentasi. Teknik pemilihan informan menggunakan purposive sampling. Metode analisis data menggunakan model analisis interaktif. Keabsahan data menggunakan teknik triangulasi. Penelitian ini menggunakan teori efektivitas dari Abdul Wahab yang membandingkan antara hasil kebijakan dengan tujuan kebijakan tersebut. Hasil penelitian menunjukkan implementasi Peraturan Daerah Banyumas Nomor 2 Tahun 2015 tentang Perlindungan TKI Kabupaten Banyumas belum efektif karena hasil kebijakan/implementasi belum sesuai dengan tujuan kebijakan. Hasil kebijakan menunjukkan bahwa para stakeholder masih belum optimal dalam melaksanakan kewajibannya yang telah diatur di dalam peraturan daerah tersebut, khususnya pada aspek pra dan purna penempatan di mana para informan tersebut bersentuhan langsung dengan pra dan purna penempatan. Pelaksanaan kebijakan yang kurang maksimal dapat menghambat pencapaian tujuan.

The Banyumas Government formulated and implemented Regional Regulation Number 2 of 2015 on Protection of Indonesian Workers of Banyumas Regency. Based on this regional regulation, the purpose of the protection of prospective TKI or TKI in Banyumas Regency was to increase awareness, concern and responsibility of the Banyumas Regency Government, the business world, and the community, to create a sense of security, improve welfare, quality of life of Indonesian Workers of Banyumas Regency and their families and ensure the fulfillment of their rights, from pre-placement, the period of placement, until after placement. This study focuses on the Implementation Effectiveness of Regional Regulation of Banyumas  Regency Number 2 of 2015 on Protection of Indonesian Workers of Banyumas Regency. The method used in this research is qualitative method. Data collection used with in-depth interviews, observation, and documentation methods. The selection of informant technique used purposive sampling. Data analysis method used interactive analysis. Validity of the data used triangulation techniques. This study used Abdul Wahab's theory of effectiveness which compares the results of the policy with the objectives of the policy. The results of the study showed the implementation of Regional Regulation of Banyumas Regency Number 2 of 2015 on Protection of Indonesian Workers of Banyumas Regency has not been effective because the results of the policy / implementation were not in accordance with the policy objectives. The results of the policy showed that stakeholders were still not optimal in carrying out their obligations as regulated in the Regional Regulation of Banyumas Regency Number 2 of 2015 on Protection of Indonesian Workers of Banyumas Regency, especially in the pre and post-placement aspects where the informants are in direct contact with pre and post-placement. The inadequate implementation inhibited the achievement of the goals.
