Rita Supermall Purwokerto memperoleh Izin Mendirikan Bangunan (IMB) dengan alur yang cukup panjang serta menimbulkan pro dan kontra di masyarakat umum. Pembangunan Rita Supermall Purwokerto dinilai telah melanggar peraturan daerah untuk mencapai kepentingan dari suatu kelompok. Perda yang dilanggar yaitu Perda no. 6 Tahun 2002 tentang Rencana Umum Tata Ruang Kota (RUTRK) dengan Kedalaman Rencana Detail Tata Ruang Kota (RDTRK) Purwokerto pasal 10 ayat 5 dan pasal 30 ayat 5. Penelitian ini bertujuan untuk melihat ada atau tidaknya maladministrasi pada proses penerbitan IMB Rita Supermall Purwokerto. Penelitian ini menggunakan metode kualitatif deskriptif dengan mengacu pada teori Ripley berdasarkan perspektif what’s happening dan bentuk maladministrasi yang dikemukakan oleh Nigro dan Nigro. Pemilihan informan menggunakan teknik purposive sampling. Pengumpulan data melalui wawancara mendalam dan dokumentasi. Metode analisis menggunakan model analisis interaktif. Keabsahan data diuji dengan triangulasi sumber. Hasil penelitian menunjukkan bahwa penerbitan Izin Mendirikan Bangunan Rita Supermall Purwokerto sudah sesuai prosedur dan tidak ada maladministrasi yang terjadi. Namun, lembaga legislatif perlu adanya peninjauan kembali RDTRK Kabupaten Banyumas setiap 5 (lima) tahun, sehingga perda tersebut jelas dan tidak ada perubahan secara mendadak. Selain itu, pemerintah daerah juga perlu adanya keterbukaan informasi kepada masyarakat agar tidak menimbulkan gejolak di masyarakat.

Rita Supermall Purwokerto obtained a Building Construction Permit (IMB) with a fairly long flow and raises a lot of pros and cons. The construction of the Rita Supermall Purwokerto is considered to have violated regional regulations to achieve a group interest. Regional regulations that are violated are Regional Regulation number 6 of 2002 on General City Spatial Plan (RUTRK) with the depth of Purwokerto City Spatial Plan Details (RDTRK) article 10 section 5 and article 30 section 5. This research aims to determine whether or not there is maladministration in the IMB issuance process of Rita Supermall Purwokerto. The method used in this research is descriptive qualitative with reference to Ripley's theory based on the perspective of what's happening and the form of maladministration proposed by Nigro and Nigro. The selection of informants uses purposive sampling. Data is collected through in-depth interviews and documentation. The data analysis method used is an interactive analysis method. The validity of the data was tested using triangulation of sources. The results showed that the issuance of the Rita Supermall Purwokerto Building Permit was following the procedure and no maladministration occurred. However, the legislative needs a judicial review of RDTRK Banyumas Regency every 5 (five) years, so that the regional regulation is clear and there are no sudden changes. Besides, local governments also need information disclosure to the public so it will not cause problems in society.
