Artikel hasil penelitian ini bertujuan untuk memahami dan mendeskripsikan relasi aktor desa dalam implementasi program dana desa periode tahun 2013-2019 di Desa Samudra Kecamatan Gumelar Kabupaten Banyumas, mengetahui dan menjelaskan pola relasi yang terjadi, mengetahui aktor-aktor yang terlibat di dalamnya, serta mengetahui dan menjelaskan faktor-faktor yang mendukung dan menghambat pola relasi tersebut. Penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif institusionalisme dan paradigma konstruktivisme. Hasil penelitian tersebut mengungkapkan bahwa pola relasi yang terjadi dalam implementasi program dana desa bersifat decisional. Hal tersebut terjadi karena kekuasaan atau wewenang yang dimiliki kepala desa digunakan untuk memperjuangkan kepentingannya. Pola relasi tersebut menghadirkan aktor yang dominan dalam relasi implementasi program dana desa. Setiap aktor yang terlibat memiliki kepentingan dengan menggunakan kekuasaan masing-masing untuk memperoleh keuntungan dari adanya program dana desa. Faktor pendukung implementasi program dana desa yaitu adanya program dana desa menyediakan sumber daya keuangan yang prioritas penggunaannya untuk pembangunan desa dan pemberdayaan masyarakat sehingga program tersebut menghadirkan penggalian potensi desa dan memberdayakan masyarakat. Sedangkan faktor penghambat implementasi program dana desa yaitu adanya program dana desa yaitu tidak dilibatkannya masyarakat dalam proses implementasi program dana desa, hadirnya pihak ketiga atau kontraktor, dan belum adanya indikator kesuksesan implementasi program dana desa. Kesimpulannya yaitu dalam pola relasi tersebut terdapat kepentingan dan dominasi aktor yang berorientasi pada kepentingan bisnis yang dimiliki.

This research article aims to understand and describe the relationship between village actors in the implementation of the village fund program for the period 2013-2019 in Samudra Village, Gumelar District, Banyumas Regency, knowing and explaining the relationship patterns that occur, knowing the actors involved in it, and knowing and explain the factors that support and hinder this relationship pattern. This research uses qualitative methods and a case study approach within the framework of the perspective of institutionalism and constructivism paradigm. The results of this study reveal that the relationship pattern that occurs in the implementation of the village fund program is decisional. This happens because the power or authority possessed by the village head is used to fight for his interests. This pattern of relations presents the dominant actor in the relation to the implementation of the village fund program. Every actor involved has an interest in using their respective powers to benefit from the village fund program. The supporting factor for the implementation of the village fund program is the existence of a village fund program to provide financial resources whose use is priority for village development and community empowerment so that the program presents the exploration of village potential and empowers the community. While the inhibiting factors for the implementation of the village fund program are the existence of the village fund program, namely the absence of the community in the process of implementing the village fund program, the presence of a third party or a contractor, and the absence of indicators of success in implementing the village fund program. The conclusion is that in the pattern of relations there are interests and domination of actors who are oriented towards the business interests they have.
