ABSTRAK
Artikel ini bertujuan untuk memahami dan mendeskripsikan pola kepemimpinan Walikota Bekasi Rahmat Effendi Periode 2013-2018. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif strukturalis dan paradigma konstruktivisme, hasil penelitian ini mengungkapkan bahwa Rahmat Effendi merupakan Walikota Bekasi yang partisipatif, yakni menerima masukan dan mendorong partisipasi berbagai pihak  dalam rangka pembangunan Kota Bekasi. Berdasarkan kualitas personal, Rahmat Effendi dianggap sebagai tokoh yang memiliki kredibilitas, integritas dan citra diri sebagai pemimpin pro rakyat. Keberhasilan Rahmat Effendi dalam menjalankan pemerintahan didukung oleh berbagai inovasi yang dilakukan, terutama dalam bidang pendidikan, kesehatan, pembangunan infrastruktur, dan menjaga kerukunan antar umat beragama. Strategi kepemimpinan dan capaian prestasi yang diraih tersebut menjadi modal bagi Rahmat Effendi untuk memenangkan Pilkada 2018. Setidaknya terdapat 2 modal utama yang berhasil mendongkrak suara dalam Pilkada, yakni modal sosial (social capital) dan modal politik (political capital). Dalam berpolitik, Rahmat Effendi menggunakan strategi campuran antara strategi defensif dan ofensif.

ABSTRACT
This research-based paper aims at understanding and describing leadership patterns the Mayor of Bekasi, Rahmat Effendi, in the 2013-2018 period. By using a qualitative method and case study approach in the framework of the structuralist perspective and the constructivism paradigm, the result of the research reveals that Rahmat Effendi is a participant-type Mayor. This can be seen from his act, such as open to receive input and encourage the participation of various parties in the framework of city development. In terms of personal quality, Rahmat Effendi could be seen as a figure who has credibility, integrity, and self-image as a pro-people leader. Rahmat Effendi's success in running the government is supported by various innovations that have been carried out, especially in the fields of education, health, infrastructure development, and maintaining harmony among religious communities. The leadership strategy and achievement were the main capital for Rahmat Effendi to win the 2018 regional elections. At least, there is two main capital that results in winning the regional elections, social capital, and political capital. Rahmat Effendi also uses a mixture of defensive and offensive strategies.
