ABSTRAK
	Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mendorong terjadinya kerusuhan pada unjuk rasa tanggal 22 Mei 2019 di Jakarta serta penanganan yang dilakukan oleh aparat Kepolisian Polda Metro Jaya terhadap kerusuhan unjuk rasa pada tanggal 22 Mei 2019 di Jakarta tersebut.
Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan yuridis empiris dan spesifikasi penelitian deskriptif analitis. Adapun penelitian ini dilakukan di Kantor Direktorat Reserse Kriminal Umum Kepolisian Daerah Metropolitan  Jakarta Raya (Polda Metro Jaya). Data yang digunakan meliputi data primer dan data sekunder. Metode pengumpulan data primer diperoleh melalui wawancara sementara itu data sekunder diperoleh melaluistudi pustaka. Data yang diperoleh diolah dengan dengan reduksi data, display data, dan kategorisasi data. Peyajian data dalam bentuk uraian teks naratif,  dengan metode analisis kualitatif.
	Berdasarkan analisis dari hasil penelitian menunjukkan bahwa faktor penyebab terjadinya kerusuhan unjuk rasa pada 22 Mei 2019 di Jakarta antara lain datang dari pemegang peranan (pengunjuk rasa) dan lembaga pelaksana hukum (aparat penegak hukum). Adapun penanganan yang dilakukan oleh Aparat Kepolisian Polda Matro Jaya terhadap kerusuhan unjuk rasa pada tanggal 22 Mei 2019 di Jakarta meliputi upaya preemtif, upaya preventif, serta upaya represif

ABSTRACT
The results announcement of the presidential general election in 2019 in fact caused dissatisfaction for some people. This was also the background for some people to carry out a demonstration in front of the Election Supervisory Agency building on May 22, 2019. The demonstration was motivated by dissatisfaction from supporters of one of the presidential candidate pairs which initially ran orderly but led to riots. Therefore, the police apparatus needs to carry out proper handling in controlling the mass of demonstrations. This study aims to determine the factors that led to riots at the demonstration on May 22, 2019 in Jakarta and the handling carried out by the Metro Jaya Police Department against the riots on May 22, 2019 in Jakarta.
This study used qualitative research methods with an empirical juridical approach and descriptives analytical research specifications. The study was conducted at the Office of the Directorate of General Criminal Police Investigation at the Regional of Greater Jakarta Metropolitan. The data used include primary data and secondary data. The data collection methods were through interviews and literature review. The data obtained were processed by data reduction, data display, and data categorization. The presentation of the data was in the form of narrative text descriptions, using qualitative analysis methods. The results showed that the factors causing the rioting of the demonstrations on May 22, 2019 in Jakarta, among others, came from the role holders (protesters) and law enforcement agencies (law enforcement officials). As for the handling carried out by the Polda Metro Jaya Police against therioting of the demonstrations on May 22, 2019 in Jakarta included preemptive efforts, preventive efforts, and repressive efforts.
