ABSTRAK
Penelitian tentang Strategi Bertahan Partai Demokrat Pada Pilpres 2019 di Kota Cirebon, bertujuan untuk memahami dan mendeskripsikan pola strategi bertahan Partai Demokrat Dalam Pada Pilpres 2019 di Kota Cirebon. Dalam penelitian ini, menggunakan paradigma konstruktivisme, sedangkan metode yang digunakan adalah metode kualitatif dengan pendekatan studi kasus.
Hasil dari penelitian ini adalah bahwa Partai Demokrat Kota Cirebon tidak melaksanakan strategi bertahan dengan baik dengan kemunculan kebijakan DPP yang membebaskan kader di tingkat lokal untuk mendukung 01 maupun 02. Suara yang didapatkan dalam pemilihan legislatif mengalami kenaikan yang signifikan, bukan melalui penerapan strategi bertahan melainkan kinerja dari mesin partai yaitu strukturnya. Pada Pileg 2014 Partai Demokrat Kota Cirebon mendapatkan 13.339 suara, sedangkan pada Pileg 2019 naik menjadi 22.297 suara. Berkaitan dengan strategi Partai Demokrat memiliki beberapa tahapan yaitu pola strategi yang dijalankan oleh struktur partai dan rekrutmen serta kontrak politik Partai Demokrat. Dalam pola strategi yang dijalankan oleh Partai Demokrat Kota Cirebon adalah pertama, untuk caleg disetiap Dapilnya tidak terlalu banyak mengumbar janji melainkan digantikan dengan 14 program prioritas Partai Demokrat. Kedua, Partai Anak Cabang , Partai Anak Ranting dan Partai Ranting memiliki tugas membantu caleg-caleg di setiap Dapil untuk berkampanye. Ketiga, kader dan caleg di setiap Dapil tidak dianjurkan untuk mendeklarasikan dirinya mendukung salah satu calon presiden dan wakil presiden, akan tetapi kader dan calegnya di instruksikan oleh tim sukses Pileg Partai Demokrat untuk membebaskan konstituennya dalam menentukan pilihannya di Pilpres 2019. Sehingga sikap Partai Demokrat ini untuk menghindari penurunan suara, hanya karena mendorong konstituen untuk memilih 01 maupun 02. Berkaitan dengan keputusan Wali Kota Cirebon Nashrudin Azis sebagai ketua MPC Partai Demokrat yang memilih mendukung 01 berbanding terbalik dengan kelembagaan Partai Demokrat yang mendukung 02, itu di luar dari strategi yang dibangun oleh internal Partai Demokrat Kota Cirebon. Tetapi keputusan Nashrudin Azis ini tidak mengganggu berjalannya strategi Partai Demokrat Kota Cirebon dalam Pilpres maupun dalam Pileg.
Pertimbangan yang dibangun oleh Partai Demokrat adalah pilihan rasional dan pragmatis, dengan partai yang tidak bergantung lagi terhadap figur serta tidak melibatkan ideologi dan plathform partai politik. Sedangkan penghambat dalam strategi partai ini adalah tingkat votalitas atau mudah berubah akan semakin tinggi, sedangkan dengan pelembagaan memiliki mekanisme yang sporadis atau tidak tentu dan cenderung melemahkan identitas partai itu sendiri.

ABSTRACT
Research on Democratic Party’s Defence Strategy In The Election Of The 2019 President In The City Of Cirebon, aims to understand and describe the pattern of the Demorcratic Party’s defense strategy in the 2019 Presidential Election in Cirebon City. This study using the constuctivism paradigm, the method is a qualitative method with a case study approach.
The results of this study are that the Cirebon City Democratic Party did not implement a defense strategy well with the emergence of a DPP policy that freed cadres at the local level to support 01 or 02. Votes obtained in legislative elections experienced a significant increase, not through the implementation of a defense strategy but rather the performance from a party machine that is its structure. In the 2014 legislative elections the Cirebon City Democratic Party received 13,339 votes, while in the 2019 legislative elections increase to 22,297 votes. Associated with the Democratic Party's strategy has several stages, namely the pattern of strategies carried out by the party structure and recruitment and political contracts of the Democratic Party. In the pattern of strategy carried out by the Cirebon City Democratic Party, the first is that for legislative candidates in each region, their choices do not make promises too much but are replaced by 14 Democratic Party priority programs. Second, the Children Branch Party, the Branch Children Party and the Twig Party have a duty to help legislative candidates - legislative candidates in each electoral district to campaign. Third, cadres and legislative candidates in each electoral district are not encouraged to declare themselves to support one of the presidential and vice presidential candidates, but cadres and legislative candidates are instructed by the Democratic Legislative Election success team to free their constituents in determining their choices in the 2019 Presidential Election. So that the attitude of the Democratic Party to avoid decreasing votes, just because it encourages constituents to vote 01 and 02. Regarding the decision of Cirebon Mayor Nashrudin Azis as chairman of the Democratic Party MPC who voted in favor of 01 is inversely proportional to the Democratic Party's institutions which support 02, it is outside of a strategy that was built by the internal party of the Democratic City of Cirebon. But Nashrudin Azis's decision did not interfere with the running of the Cirebon City Democratic Party's strategy in the Presidential Election or in the legislative election.
The consideration built by the Democratic Party is a rational and pragmatic choice, with parties that are no longer dependent on figures and do not involve the ideology and platform of political parties. While the obstacle in this party strategy is the level of voting or volatility will be even higher, while institutionalization has a sporadic or uncertain mechanism and tends to weaken the identity of the party it self.
