Abstrak (Bhs. Indonesia)

Ditetapkannya Undang-Undang Nomor 6 Tahun 2014 tentang Desa menjadi dasar otonomi desa. Otonomi desa dapat menjadi sebuah harapan baru sekaligus tantangan bagi pemerintah desa terutama di Kabupaten Banyumas dalam tata kelola pemerintahannya. Pada kenyataannya semakin kompleksnya kewenangan dan urusan yang harus dikelola desa tidak diimbangi kompetensi aparatur pemerintah desa Kabupaten Banyumas terutama kompetensi para Perangkat Desa yang ada. Masih minimnya kompetensi Perangkat Desa di Kabupaten Banyumas menjadi kendala tercapainya tujuan yang diharapkan. Hal tersebut ditunjukkan dengan masih adanya tingkat pendidikan Perangkat Desa di Kabupaten Banyumas yang belum memenuhi standar dan pelatihan yang kurang efektif. Semakin tinggi tantangan pembangunan desa yang sudah ditetapkan dengan adanya otonomi desa menuntut pengelolaan dan manajemen pemerintah desa harus lebih adaptif. Kunci keberhasilan tata kelola pemerintahan desa adalah Perangkat Desa yang memiliki kompetensi yang dapat mendukung penyelenggaraan administrasi pemerintahan desa. Kompleksitas tugas pemerintah desa dengan tidak didukung kompetensi aparaturnya juga dapat menciptakan suatu permasalahan dalam pemerintahan. Semakin kompleksnya tugas pemerintah desa salah satunya dalam pengelolaan anggaran yang cukup besar dapat menyebabkan suatu penyakit birokrasi dalam pemerintah desa yaitu korupsi. Adanya berbagai permasalahan yang sudah ditunjukkan, kajian mengenai kompetensi Perangkat Desa menjadi sesuatu yang penting untuk dikaji.

The enactment of Law Number 6 of 2014 concerning Villages became the basis of village autonomy. Village autonomy can be a new hope as well as a challenge for village governments, especially in Banyumas Regency in governance. In fact, the increasingly complex authority and functions that must be managed by the village are not matched by the competence of the Banyumas Regency village government apparatus, especially the competencies of the existing village apparatus. The still lack of competence in the Village Apparatus in Banyumas Regency is an obstacle to achieving the expected goals. This is indicated by the still level of education in the Village Apparatus in Banyumas Regency that has not met the standards and training that is less effective. The higher the challenges of village development that have been set by the existence of village autonomy require the management and management of village governments to be more adaptive. The key to the success of village governance is the village apparatus that has the competence that can support the administration of village government. The complexity of village government tasks without the support of apparatus competencies can also create problems in government. The more complex task of village government, one of which is in managing a large enough budget can cause a bureaucratic disease in the village government, namely corruption. Given the various problems that have been pointed out, a study of the competencies of village officials is important to study.
