ABSTRAK Penerapan Jaminan Kecelakaan Kerja untuk Nelayan DiKabupaten Cilacap menjadi salah satu yang diperhatikan oleh pemerintah sejak adanya kebijakan dimana Bukan Penerima Upah adil mendapat jaminan social untuk melindungi tenaga kerja di Indonesia. Tujuan penelitian ini yaitu untuk mengetahui bagaimana berjalannya kebijakan pemerintah pada tahun 2017, mengenai presentase kepesertaan untuk mengetahui apakah progam tersebut sudah tersampaikan dengan baik atau belum. Penelitian ini menggunakan metode yuridis normatif. Pendekatan undang- undang dan analisis. Spesifikasi penelitian preskriptif, sumber bahan hukum primer dan bahan hukum sekunder dengan metode penyajian data dalam bentuk teks naratif dan disusun secara sistematis. Penerapan Jaminan Kecelakaan Kerjauntuk Nelayan Dikabupaten Cilacap belum terlaksana dengan baik karena kuarangnya antusiasme masyarakat yang menjadi sasaran dari progam tersebut. Serta beberapa hambatan yang dialami oleh Badan Penyelenggara Jaminan Sosial Kabuaten Cilacap dalam pelaksanaannya baik secara internal maupun eksternal.

ABSTRACT Application of Work Accident Guarantees for Fishermen in Cilacap Regency is one of the things that has been considered by the government since the policy where Non Wage Recipients contributed to social security to protect workers in Indonesia. The purpose of this study is to find out how government policies are running in 2017, regarding the percentage of participation to find out whether the program has been delivered properly or not. This research uses normative juridical method. Approach to the law invite and analysis. Prescriptive research specifications, sources of legal material primary and secondary legal materials with the method of presenting data in the form narrative texts and arranged systematically. Application of Occupational Accident Guarantees for Fishermen in Cilacap Regency has not been implemented properly due to the lack of enthusiasm of the people who became the target of the program. Fiber has several obstacles experienced by the CilacapKabuaten Social Security Agency in its implementation both internally and externally.
