Responsivitas Dinas Kesehatan Kabupaten Banyumas dalam pencegahan dan penanggulangan penyakit HIV/AIDS sangat diperlukan mengingat perkembangan kasus HIV/AIDS yang semakin meningkat dari tahun ke tahun. Kasus HIV/AIDS tidak hanya ditangani oleh sektor kesehatan saja, namun harus ditangani secara multisektor. Oleh sebab itu Pemerintah Kabupaten Banyumas menetapkan kebijakan berupa Peraturan Daerah Nomor 14 Tahun 2015, dilanjutkan dengan Peraturan Bupati Nomor 22 Tahun 2018 yang di dalamnya menjelaskan peran Organisasi Perangkat Daerah (OPD) Kabupaten Banyumas agar dapat bekerja sama dengan Dinas Kesehatan Kabupaten Banyumas untuk mewujudkan Pemerintahan Daerah yang responsif terhadap permasalahan yang harus segera ditangani. Sehubungan dengan hal tersebut, menarik untuk dikaji “Bagaimana responsivitas Dinas Kesehatan Kabupaten Banyumas dalam pencegahan dan penanggulangan penyakit HIV/AIDS di Kabupaten Banyumas?”. Untuk itu penelitian ini bertujuan untuk mengetahui bagaimana responsivitas Dinas Kesehatan dalam pencegahan dan penanggulangan penyakit HIV/AIDS. Metode penelitian ini yaitu kualitatif. Sasarannya adalah pejabat Dinas Kesehatan Kabupaten Banyumas,Komisi Penanggulangan AIDS Kabupaten Banyumas,Rumah Sakit Umum Daerah Banyumas, dan Orang Dengan HIV/AIDS (ODHA). Pemilihan informan menggunakan purposive sampling. Metode pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Metode analisis data yang digunakan adalah metode analisis interaktif dan validitas data diuji dengan kredibilitas, transferabilitas, dependabilitas dan konfirmabilitas.
Hasil penelitian menunjukkan bahwa responsivitas Dinas Kesehatan dalam pencegahan dan penanggulangan penyakit HIV/AIDS masih kurang optimal. Dalam upaya pencegahan dan penanggulangan penyakit HIV/AIDS, Dinas Kesehatan dihadapkan pada keterbatasan beberapa aspek seperti: program atau kegiatan yang belum optimal pelaksanaannya, sarana dan prasarana yang belum sepenuhnya memadai, serta anggaran yang terbatas.

The responsiveness of the Banyumas District Health Office in the prevention and control of HIV / AIDS is very important considering the development of HIV / AIDS cases which are increasing from year to year. HIV / AIDS cases are not only handled by the health sector, but must be handled in a multi-sectoral manner. Therefore the Banyumas Regency Government established a policy in the form of Regional Regulation No. 14 of 2015, followed by the Regent Regulation Number 22 of 2018 which explained the role of the Banyumas District Regional Organizations (OPD) to work with the Banyumas District Health Office to realize Regional Government responsive to problems that must be addressed immediately. In connection with this, it is interesting to study "How is the responsiveness of the Banyumas District Health Office to prevention and control of HIV / AIDS in Banyumas Regency?". For this reason, the aim of this research is to find out how the responsiveness of the Health Office in the prevention and control of HIV / AIDS. This research method is qualitative. The targets are officials from the Banyumas District Health Office, Banyumas District AIDS Commission, Banyumas Regional General Hospital, and People With HIV / AIDS (PLWHA). The selection of informants used purposive sampling. Methods of data collection using interviews, observation, and documentation. The data analysis method used is interactive analysis method and data validity is tested with credibility, transferability, dependability and confirmation.
The results showed that the Health Office's responsiveness in the prevention and control of HIV / AIDS was still not optimal. In efforts to prevent and control HIV / AIDS, the Health Office is faced with the limitations of several aspects such as: programs or activities that have not been optimally implemented, facilities and infrastructure that have not been fully adequate, and limited budgets.
