Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis besarnya pengaruh Partisipasi Masyarakat yang meliputi penyusunan perencanaan pengelolaan, pelaksanaan pengelolaan, pemeliharaan hasil pengelolan, dan Kemampuan kelompok sadar wisata yang meliputi Kemampuan Teknis, Kemampuan Sosial, dan kemampuan konseptual terhadap Efefktivitas pengelolaan Waduk Penjalin. Penelitian ini menggunakan metode survey. Teknik analisis data yang digunakan adalah Korelasi Kendall Tau, Korelasi Konkordansi Kendall W dan Regresi Ordinal.
Hasil analisis secara kuantitatif dalam penelitian ini menunjukkan: (1) Terdapat pengaruh yang positif dan signifikan antara Partisipasi Masyarakat terhadap Efektivitas Pengelolaan sebesar 0,420 atau 42,0 persen. (2) Terdapat pengaruh yang positif dan signifikan antara Kemampuan Kelompok Sadar Wisata terhadap Efektivitas Pengelolan sebesar 0,214 atau 21,4 persen. (3) Terdapat pengaruh yang positif dan signifikan antara partisipasi Masyarakat dan Keampuan Kelompok Sadar Wisata terhadap Efektivitas engelolaan sebesar 0,539 atau 53,9 persen.
Kesimpulan hasil penelitian ini adalah bahwa variabel-variabel partsipasi masyarakat dan kemampuan kelompok sadar wisata semuanya berpengaruh positif dan signifikan terhadap efektivitas pengelolaan Waduk Penjalin. Hal ini membuktikan bahwa semua variabel independen mempunyai pengaruh positif dan signifikan terhadap variabel dependen yaitu Efektivitas Pengelolaan.

The purpose of this research was to find out and analyze how big was the effect of Society Participation that involved the arrangement of  planning management,  implementing management, maintenance of result management, and the ability of  tourism group awareness that involved the Technical Ability, Social Ability, and Conceptual Ability to the Effectiveness Management of Penjalin Dam. This research used the method of survey. Technique of data analysis used the Correlation of Kendall Tau, Correlation of Concordance of Kendal W and Ordinal Regression.            
The result of analysis quantitatively in this research showed: (1) There was the positive and significant effect between the Society Participation to the Effectiveness of Management that was 0.420 or 42.0 percent. (2) There was positive and significant effect between the Ability of Tourism Group Awareness to the Effectiveness Management that was 0.214 or 21.4 percent. (3) There was the positive and significant effect between the participation of Society and Ability of Tourism Group Awareness to the Effectiveness Management  that was 0.539 or 53.9 Percent.       
The conclusion of this research was variables of society participation and ability of tourism group awareness that all gave the positive and significant effect to the effectiveness management of Penjalin Dam. This proved that all the independent variables had the positive and significant effect to the dependent variable that was Effectiveness Management.
