Abstrak
ANALISIS IMPLEMENTASI KEBIJAKAN PEMBAYARAN JASA PELAYANAN PUSKESMAS (INSENTIF) PADA TENAGA KESEHATAN DI PUSKESMAS WILAYAH PURWOKERTO SELATAN DAN TIMUR II

Latar Belakang : Saat ini pemerintah menetapkan sistem rujukan pada akses pelayanan kesehatan. Untuk mendukung sistem tersebut, JKN berusaha memberikan reward berupa insentif kepada tenaga kesehatan Puskesmas termasuk Puskesmas di Purwokerto. Berdasarkan data Dinkes Banyumas, menyatakan bahwa terdapat perbedaan pada perolehan dana kapitasi di masing-masing Puskesmas, yang menyebabkan perbedaan dalam implementasi penetapan jumlah insentif. Penelitian ini bertujuan menganalisis implementasi kebijakan pembayaran insentif pada Puskesmas dengan perolehan dana kapitasi besar dan kapitasi kecil.

Metodologi : Jenis penelitian adalah penelitian kualitatif desain studi kasus dengan metode pengambilan sampel menggunakan purposive sampling. Instrumen penelitian yakni pedoman wawancara mendalam, alat perekam suara serta alat dokumentasi. Teknis analisa data content analysis dengan pendekatan thematic network serta PerBup Banyumas No. 74 Tahun 2017 sebagai acuan.

Hasil Penelitian : Implementasi penetapan insentif pada kedua Puskesmas sama-sama mengacu berdasarkan PerBup dan KepMenkes. Perbedaan implementasi terletak pada jumlah insentif yang diterima, pemberian poin kinerja untuk menentukan jumlah insentif individu, tanggal pembagian, anggota Tim Manajerial, serta kendala dan upaya.

Kesimpulan  : Perbedaan paling jelas terlihat antara Puskesmas dengan dana kapitasi tinggi dan dana kapitasi rendah terletak pada jumlah insentif yang diterima, hal tersebut tetap terjadi meskipun penghasilan Puskesmas tidak hanya berasal dari dana kapitasi.

IMPLEMENTATION ANALYSIS OF PUSKESMAS'S POLICY FOR SERVICE PAYMENT (INCENTIVE) TO HEALTH PERSONNEL IN PUSKESMAS PURWOKERTO SELATAN & TIMUR II

Background : The government currently establishes a referral system for access to health services. To support this system, JKN tried to provide rewards in the form of incentives to health workers at Puskesmas including all Puskesmas in Purwokerto. According to Dinkes Banyumas's data, there are capitation fund acquisition differences in each Puskesmas that cause difference in the implementation of incentive amount determination. This research aim to analyze the implementation of incentive payment's policy between Puskesmas with big and small fund capitation.

Methodology : This is a qualitative research with case study that use purposive sampling as sample gathering method. The research instruments are in-depth interview guidelines, voice recorder and documentation tools. Data analysis technique used is content analysis with thematic network approach and PerBup Banyumas No. 74 Th. 2017 as refference.

Result : The implementation of the incentive determination at both Puskesmas are refers to PerBup and KepMenkes. The implementation's difference are; the amount of incentives received, the awarding of performance points to determine the number of individual incentives, distribution dates, Managerial Team members, constraints and efforts.

Conclusion: The most obvious difference between Puskesmas with high capitation funds and the low capitation funds is in amount of incentives received, this disparity still happens even though Puskesmas income does not only come from capitation funds.
