RELASI POLITIK AKTOR DALAM IMPLEMENTASI PERATURAN DAERAH NO. 18 TAHUN 2014 TENTANG PERLINDUNGAN DAN PENGELOLAAN LINGKUNGAN HIDUP DI DESA PANINGKABAN KECAMATAN GUMELAR KABUPATEN BANYUMAS

Artikel hasil penelitian ini bertujuan implementasi Peraturan Daerah Nomor 18 Tahun 2014 serta bagaimana pola relasi yang terjalin dalam proses immplementasi. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai prespektif institusinalis dan paradigma non-potivisme, hasil penelitian tersebut mengungkapkan relasi politik yang terjadi dan aktor aktor yang terlibat yaitu Bupati, DPRD, Satpol PP, DLH dan Pemerintah Desa Paningkaban. Hasil penelitian menunjukan bahwa relasi politik dalam implementasi perda yang terjadi tidak berjalan sesuai apa yang diamanahkan dalam Perda Nomor 18 Tahun 2014. Adanya kepentingan politik dari masing-masing aktor, serta adanya kerjasama kolutif membuat implementasi tidak berjalan sesuai regulasi. Merujuk pada teori politik implementasi oleh McLaughlin, menunjukan bahwa implementasi Perda Nomor 18 Tahun 2014 dalam kasus penambangan emas rakyat di Desa Paningkaban implementasi, jumlah kepentingan, komitmen disertai dukungan aktor memiliki pengaruh dominan bagi keberhasilan implementasi. Serta kerjasama kolutif atau pemufakatan kerjasama melawan hukum membuat implementasi tidak berjalan sesuai regulasi. Adanya kepentingan dari masing-masing aktor serta relasi yang tidak berjalan sesuai perda membuat Perda Nomor 18 Tahun 2014 tidak dapat memberikan solusi terkait permasalahan lingkungan akibat penambangan emas di Desa Paningkaban

ABSTRACK The results of this research article aim to implement Regional Regulation No. 18 of 2014 and how the patterns of relations are interwoven in the process of implementation. By using qualitative methods and a case study approach in the frame of institutional perspective and the non-potivism paradigm, the results of the study reveal the political relations that occur and the actors involved, namely the Regent, DPRD, Satpol PP, DLH and Paningkaban Village Government. The results showed that political relations in the implementation of regional regulations that did not work according to what was mandated in Perda Number 18 Year 2014. The existence of political interests of each actor, as well as the existence of collaborative collaboration made the implementation not run according to regulation. Referring to McLau4ghlin's political theory of implementation, it shows that the implementation of Perda Number 18 Year 2014 in the case of people's gold mining in Paningkaban Village implementation, number of interests, commitment along with actor support has the dominant influence for successful implementation. As well as collaborative collaboration or agreement on cooperation against the law, the implementation does not run according to regulations. The interests of each actor and the relations that are not running according to the local regulation make Perda Number 18 Year 2014 unable to provide solutions related to environmental problems due to gold mining in Paningkaban Village
