Penelitian ini bertujuan untuk mengetahui , memahami dan memperoleh gambaran tentang respon masyarakat Desa Tipar Kidul terhadap  pabrik semen Bima. Dalam konteks ini respon masyarakat meliputi pengetahuan, sikap, reaksi (tanggapan positif maupun negatif). Sasaran utama dalam penelitian ini yaitu masyarakat Desa Tipar Kidul, sedangkan sasaran pendukungnya adalah pemerintah Desa Tipar Kidul. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang dapat diamati. Teknik pengambilan informan yang digunakan adalah purposive sampling. Teknik pengumpulan data adalah dengan wawancara mendalam, observasi, dan dokumentasi. Analisis data menggunkan model analisis interaktif. Hasil dari penelitian ini adalah hampir seluruh informan  telah menerima keberadaan pabrik semen di lingkungan mereka untuk saat ini. Namun dampak negatif yang dirasakan masyarakat diharap berkurang seperti kebisingan. Selain itu masyarakat berharap kepada pabrik agar memberikan janji-janjinya terhadap masyarakat dan mensejahterakan masyarakat sekitar pabrik. Respon masyarakat tehadap keberadaan pabrik semen ada yang menanggapi negatif dengan tidak menyetujuinya dengan berbagai tuntutan. Ada yang menanggapi positif dengan berpikir realistis walaupun dengan banyak catatan. Respon masyarakat terhadap pabrik semen di atas dapat kita lihat mengarah pada respon negatif. Menimbulkan konflik vertikal antara masyarakat dengan pabrik yang sebelumnya sudah ada sikap atau reaksi nyata seperti demonstrasi dan sebagainya. Konflik di sini dapat kita lihat suatu pertentangan akan janji dari pihak pabrik ke masyarakat yang belum terealisasi dan dampak negatif dari pabrik seperti kebisingan yang dirasakan masyarakat. Disisi lain masyarakat tidak berintegrasi dengan baik dan terkesan apatis terhadap kondisi pada saat ini antara pabrik dengan lingkungan masyarakat. Sehingga masyarakat dan pabrik semen belum terintegrasi dan belum adanya konsensus di antara sebagian besar anggota masyarakat tentang nilai-nilai kemasyarakatan yang bersifat fundamental dengan pihak pabrik semen. Namun tidak adanya penolakan atau penuntutan secara kolektif dari masyarakat terhadap operasional pabrik semen.Implikasinya adalah pihak pabrik dan masyarakat melakukan konsolidasi agar  terjadi kesepakatan dan pabrik mengurangi dampak negatif terhadap masyarakat.

The purpose of this research is to know understanding and obtaining description about community response which is knowledge, attitude, reaction (positive or negative responses). The main target in this research is the people of  Tipar Kidul village, while its supporting target is The Government of Tipar Kidul Village. The method used in this research is qualitative research method. The research that produces descriptive data in the form of written or oral words of people and observable behavior. The technique of taking informant used is purposive sampling. The technique of data collection is by depth interview, observation, and documentation. The data analys is using interactive analysis model. The result of this research is that almost all informants have been  to accept the existence of a cement factory in their neighborhood now.  But the negative impact felt by the community  is expected to decrease as noise. In addition, the community hopes to the factory to give its promises to the community and the prosperity of the community around the factory. The community's response to the existence of a cement factory is responding negatively by not agreeing with various demands and there are those who respond positively by thinking realistically though with many notes. The public response to the above cement factory can be seen to lead to a negative response. Causing vertical conflicts between communities and factories that have previously had the attitude or real reactions such as demonstrations and so on. Conflict here, we can see a contradiction of the promise of the factory to the community that has not been realized and the negative impact of the factory as the noise felt by the community. On the other hand, the community does not integrate well and apathetic to the current condition between the factory and the community. So that the community and cement factory have not been integrated yet and there is no consensus among the majority of the community members about the fundamental values of society with the cement factory. But there is no collective rejection or prosecution from the community on the cement plant operations. the implication is that the factory and the community consolidate the agreement and the factory reduces the negative impact on the community.
