Keberadaan industri tekstil dalam mengelola dan memproduksi usaha dan/atau kegiatannya di suatu wilayah menghasilkan limbah yang berpotensi mencemari media lingkungan hidup yang dijadikan tempat untuk membuang limbah industri tersebut. Sungai Citarum dan anak-anak sungai Citarum yang berada di Daerah Aliran Sungai Citarum menjadi tempat beroperasi dan dibuangnya limbah industri-industri tekstil di Provinsi Jawa Barat. Hal tersebut berpotensi mengakibatkan pencemaran terhadap ekosistem dan biota sungai Citarum sehingga Pasal 20 ayat (3) huruf a melimitasi bagi siapapun yang hendak membuang limbah ke media lingkungan hidup wajib memenuhi Baku Mutu Lingkungan Hidup. Penelitian ini bertujuan untuk mengetahui bagaimana industri tekstil dalam membuang limbah industrinya di DAS Citarum serta akibat hukum bagi yang melanggar baku mutu, dengan metode pendekatan Yuridis Normatif. Hasil penelitian menunjukan bahwa pembuangan limbah industri tekstil di DAS Citarum belum seluruhnya mematuhi baku mutu yang ditetapkan dalam Peraturan Menteri Lingkungan Hidup Nomor 5 Tahun 2014 tentang Baku Mutu Air Limbah, sehingga berakibat hukum dikenakannya hukuman kepada industri-industri tekstil berupa aspek administrasi, keperdataan, dan kepidanaan.

The existence of textile industry in managing and producing their business and/or activity in a region produce waste potentially pollute the media of living environment which has been used for a place for disposing of sewage the industry. Citarum river and creeks of Citarum river those located in watershed Citarum become a place to operate and disposal of waste textile industries in West Java Province. This has the potential to cause pollution to the ecosystem and biota of the Citarum River so that Article 20 paragraph 3 letter a that limitate for anyone who wants to dispose waste to environmental media must fulfill the Environmental Quality Standard. This study aims to find out how the textile industry in disposing of its industrial waste in the Citarum watershed and legal consequences for those who violate the quality standard, with normative judicial approach method. The results show that the waste disposal of the textile industry in Citarum watershed has not fully complied with the quality standard which is stipulated in the Regulation of Environment Minister Number 5 Year 2014 about quality standard of waste water, so that the law imposed penalties to textile industries in form of administrative, civil and criminal aspect.
