Pengawasan Komisi Aparatur Sipil Negara Terhadap Manajemen Aparatur Sipil Negara Dalam Mencegah Praktik Korupsi, Kolusi dan Nepotisme Menurut Undang – Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara Oleh : OKTAVIRATIH E1A014049 ABSTRAK Komisi Aparatur Sipil Negara (KASN) sebagai lembaga nonstruktural yang mandiri dan bebas dari intervensi politik bertujuan mendukung penyelenggaraan pemerintahan negara yang efektif, efisien dan terbuka, serta bebas dari praktik korupsi, kolusi, dan nepotisme. Permasalahan yang dibahas adalah bagaimana pengawasan KASN terhadap manajemen ASN khususnya dalam mencegah praktik KKN dan bagaimana tindak lanjut hasil pengawasan KASN tersebut. Metode pendekatan dalam penelitian ini adalah yuridis normatif dengan pendekatan perundang – undangan dan pendekatan analisis. Data yang digunakan adalah data sekunder yang dilengkapi data primer sebagai tambahan referensi yang berupa Laporan kinerja KASN. Hasil Penelitian ini menunjukkan bahwa Pengawasan KASN terhadap Manajemen ASN dalam mencegah Praktik Korupsi, Kolusi dan Nepotisme dilakukan dalam pengawasan terhadap nilai dasar, kode etik dan koe perilaku, pengawasan netralitas ASN, serta Pengawasan Pengisian Jabatan Pimpinan Tinggi melalui seleksi terbuka yang berpedoman terhadap pengawasan yang dibagi menjadi dua yaitu proaktif dan reaktif. Tindak lanjut hasil pengawasan berupa rekomendasi yaitu bisa ditindaklanjuti atau tidak ditindaklanjuti oleh Pejabat Pembina Kepegawaian dan Pejabat yang berwenang, apabila ada rekomendasi hasil pengawasan yang tidak ditindaklanjuti maka Presiden berwenang menjatuhkan sanksi.

Supervision of the State Civil Sevice Committee to the Civil Service Commitee Management in Preventing Corruption, Collusion, and Nepotism Practice According to the Law No. 5 in 2014 ABSTRACT The State Civil Service Committee (SCSC) as an independent, a non-structural institution that free from political intervention aims to support effective, efficient and open state governance as well as free from corruption, collusion and nepotism (CCN). The problem that is going to be discussed is how SCSC supervise Civil Serbive Committee management especially in preventing CCN practice and how the following step accordunf to result of supervision of SCSC. The approach method in this research is normative juridical with approach of legislation and analysis approach. The data used are secondary data with primary data as the additional reference in the form of performance report of SCSC. The results of this study indicate that the control of SCSC to ASN Management in Preventing Corruption, Collusion and Nepotism Practices is conducted in the supervision of basic values, code of ethics and behavior, supervision of ASN neutrality, and Supervision of the Fullfillment of the highest Leadership through open selection based on supervision is divided into two, proactive and reactive. Follow-up of the results of supervision in the form of recommendations that can be followed up or not by the Official Authority, if there is recommendation result of supervision that is not followed up then the President authorized to impose sanctions.
